JEFFERSON CITY — The Missouri State Highway Patrol has released its latest reports.   Arrested were:   24-year-old Jarrad C. Carroll of Florissant at 7:24 p.m. Saturday in Ste. Valle Catholic Speech Team participates in January speech meet
