MONDAY, APRIL 20, 2026
6TH Day of the April Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M. THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, APRIL 16, 2026 WERE READ. COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER FORD SECONDED THE MOTION. COMMISSIONER MARBERRY YEA. COMMISSIONER FORD YEA. ALL IN FAVOR. MOTION PASSED.
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the ‘Points of Interest’ reported:
*No current issues with ‘Equipment’.
*Mr. Schmieder reported that ‘project’ for Genevieve Church Road – “Going Well”.
*Mr. Schmieder advised that the ‘next’ road project to be started – “Prepping for Cindy Lane/Cedar Trail”. jobs’.
*Mr. Schmieder reported that ‘Road Department’ currently in the process of doing ‘odd jobs’.
A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Emergency Closed Session’ Meeting at 8:28 A.M. – pursuant to RSMo 610.021(2) – as it relates to ‘Contracts’. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.
A ‘Motion’ was made by Commissioner Ford to ‘Exit’ the ‘Emergency Closed Session’ Meeting at 8:46 A.M. – pursuant to RSMo 610.021(2) – as it relates to ‘Contracts’. Commissioner Marberry seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Ford – Aye. Commissioner Marberry – Aye.
Commissioner Ruzicka advised that he had received call from representative @ Mississippi Lime who simply wanted to inform all involved that ‘Railroad Crossing’ to be ‘fixed’ @ ‘Crossing’ at the Ferry. Railroad Crossing in need of maintenance.
Community Center Update – Commissioner Ford noted that he visited the Community Center. Flooring in ‘Gymnasium’ is being installed.
The Ste. Genevieve County Commission was notified by current member of the Ste. Genevieve Library Board who requested to be reappointed. After careful consideration, Commissioner Ford made a ‘Motion’ to reappoint Ms. Jean Johnson to the Ste. Genevieve Library Board. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner Marberry yea. All in favor. Motion passed. (Copy of ‘Reappointment Letter’ attached to Commission Record Supplement for this Date.)
The Commission reviewed ‘Bid Proposal’ received from qualified vendor as it relates to two (2) twenty (20) ft., climate controlled, weather tight, metal storage conex style boxes. Only one (1) Bid was submitted from Falcon Structures. With only one Bid Proposal being received, the Sheriff’s Department reached out and was, in fact, able to obtain one (1) additional ‘Bid’, which was from Conexwest. Said ‘Proposal’ was for an amount of $48,405.02.
*After a great deal of review and consideration, Commissioner Marberry made a ‘Motion’ to approve the ‘Bid Proposal’ for ‘Storage Containers’ from Falcon Structures for a ‘Total Bid Amount’ of $42,097.48. Commissioner Ford seconded the ‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed. (Copies of all pertinent documentation can be located in County Clerk’s Records.)
Per discussion that occurred at previous Commission Meeting, the Commission reached out to legal counsel in effort to determine ‘clarification’ as it pertains to ‘residency’ requirements for individual to qualify for SB190 credit. Determination was made as follows, “If the applicant is not residing at the address, there is no relief as applied by applicant.” Said information provided to both the Collector as well as Recorder of Deeds.
Review of ‘Roof Bid Proposals’ conducted; there are additional questions for ‘Contractors’; final decision/Bid Award to be made at future Commission Meeting.
Invoice Detail for amount of $5,600 presented by Sheriff’s Department. Motion had been made previously. It must be noted that vendor is A&W Communications on ‘Radio Project’. Said vendor is a ‘Sole Source Provider’ in effort to keep ALL Radio Communications Equipment completely integrated for the Sheriff’s Department. Commissioner Ruzicka provided signature for said invoice detail. (Copy of invoice presented attached to Commission Record Supplement for this Date.)
Local resident that resides in St. Mary contacted Commission to inquire about ‘Trailer’ that was in the process of being moved on Cemetery Road in St. Mary but was then ‘left’ on Ste. Genevieve County Road ‘ROW’. The Commission noted the following:
*Trailer appears to be in need of being ‘dismantled’.
*Trailer CANNOT BE TOWED.
*Pursuant to RSMo 229.150; Ste. Genevieve County has the authority to levy fines against ‘owner’ of said unit.
*Commissioner Ruzicka reached out to the Ste. Genevieve County Sheriff’s Department as they had been investigating matter; Follow-Up was requested.
*Removal of ‘Unit’ will result in cost to the Tax Payers of Ste. Genevieve County. The ‘County’ wants to pursue reimbursement from ‘owner’ that obviously ‘left’ unit on side of road.
A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Emergency Closed Session’ Meeting at 10:22 A.M. – pursuant to RSMo 610.021(3) – as it relates to ‘Personnel’. Lisa Marschel, Collector, appeared before the Commission to review ‘Agreement’ as it pertains to Courthouse Postage Meter. Upon obtaining ‘pricing’ for said equipment, Commissioner Marberry made a ‘Motion’ to ‘continue’ the contractual agreement with Pitney Bowes based upon the research/responses obtained by Ms. Marschel. Commissioner Ford seconded the ‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed. (Ms. Marschel will obtain fully executed ‘Agreement’ to be ‘held’ in County Clerk’s office.)
Update provided regarding ‘BRO Project’ – Main Street Bridge – R095(002) – Progressive Invoice No. 1 handled – Preliminary Engineering has begun.
*As previously noted, Final ‘Close-Out’ Paperwork forwarded to MoDOT for TAP Grant Project – TAP-9901(869). Accounts Payable for Date 4/20/2026 in the amount of $96,964.59 were reviewed and approved for payment by the Commission.
ADJOURN A Motion was made by Commissioner Ford to adjourn @ 12:00 P.M. Commissioner Marberry seconded the ‘Motion’.
