THURSDAY, APRIL 16, 2026
5TH Day of the April Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M. THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON MONDAY, APRIL 13, 2026 WERE READ. COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER FORD SECONDED THE MOTION. COMMISSIONER MARBERRY YEA. COMMISSIONER FORD YEA. ALL IN FAVOR. MOTION PASSED.
The Commission reviewed ‘Agreement for Water Main Alignment’ between Public Water Supply District No. 1 and ‘County of Ste. Genevieve’ as well as ‘Special Road District A’. Signatures were obtained on said agreement for “location, construction, and maintenance of the South White Sands Road Water Main Extension within ‘County’ Right-of-Way &/or Easement.” ‘Original’ copу of ‘Agreement’ forwarded to PWSD No. 1 w/copy retained in corresponding folder in County Clerk’s Office.
Letter of Request for Reappointment received by individual serving on Senior Citizens Tax Services Board.-After careful review and consideration, Commissioner Ford made a ‘Motion’ to approve ‘Reappointment’ of Mr. Wayne Hoog to the Senior Citizens Tax Services Board. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner Marberry yea. All in favor. Motion passed.
The Commission reviewed ‘Storage Container Bid Proposal’ for Sheriff’s Department. Commission waiting on receipt of ‘Affidavit of Publication’.
Commissioner Marberry reported that ‘Legislative Days’ held in Jefferson City by M.A.C. – Missouri Association of Counties. It was noted that there was ‘low attendance’ at said event.
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the items reported:
*Road Department working on Genevieve Church Road; project almost completed. Work being done to ‘prep’ for future paving project.
Lisa Marschel, Collector, along with Mary Jane White, Recorder of Deeds, appeared before the Commission for ‘review’ of SB190 Ordinance/Application in effort to ‘cut down’ on confusion for constituents in Ste. Genevieve County. Conversation related to those individuals that are in Assisted Living/Nursing Homes/etc. Commission continuing to review decisions for each applicant and noted that there could be ‘future’ changes to process in upcoming year. The ‘County’ continues to run into different scenarios, which continue to make this a challenging process for the ‘County’.
*The ‘County’ to reach out for guidance to establish accuracy when making determinations.
Lisa Marschel, Collector, advised the Commission that ‘Contract’ is coming due on postage machine for the Courthouse. She is actively pursuing figures in effort to obtain best pricing regarding the same. Additional detail to be provided surrounding this matter as it becomes available. *Ms. Marschel also brought it to the attention of the Commission ‘scenario’ that surfaced as it pertained to ‘Delinquent Tax Bill’. It was determined that matter was held correctly and that the ‘County’ took all necessary measures to insure that this was handled correctly – Parcel Number/Account Number Provided. Sealed Bid Opening held @ 10:00 A.M. for Ste. Genevieve County Courthouse Roofing Project. There were (3) Attendees at ‘Pre-Bid’ Meeting; however, only (2) Bids were presented. In attendance, in addition to the Commission, were as follows:
*Tyler Bahr and Alex Fleeman w/SRS Roofing
*Kyle Schuessler w/Riverside Roofing
It was noted that both ‘Bids’ included required Commercial General Liability/Workers’ Compensation Insurance along with all other ‘required’ documentation.
*1st Bid Opened – Riverside Roofing Company – “Total Cost” for ‘Tear Off & Replacement’ was amount of $89,575.00.
*2nd Bid Opened – SRS Roofing – “Total Cost” for ‘Tear Off & Replacement’ was amount of $70,556.88.
*The Commission noted that ‘Bids’ to be reviewed prior to final ‘Bid Award’ being made.
*The Commission requested ‘how far out’ both companies would be regarding ‘Scheduling’. SRS Roofing advised that they are approximately 6-8 weeks out; Riverside Roofing noted that the ‘soonest’ they would be able to place this on their schedule would be ‘Fall’. Friends of SGCMH presented ‘Permit’ Request for vendor participating in the ‘Taste of Ste. Genevieve’ Event to be held this weekend @ Ste. Genevieve YMCA ‘AlI Sports Complex’. (Copy of vendor request in corresponding folder.)
A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Emergency Closed Session’ Meeting at 10:13 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’. Officer Jason Schott appeared before the Commission to present ‘Purchase Requisition’ for Sheriff’s Department for new equipment that is needed and as a result of ‘911’ Digital. New equipment necessary for ‘reprogramming’ for ‘radios’ to ‘be able to’ communicate with each other. After careful consideration and review, Commissioner Ford made a ‘Motion’ to approve Purchase Requisition No. 26-0002 Dated 4/15/2026 through vendor, A&W Communications, for a ‘Total Cost’ of $19,315.47. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner Marberry yea. All in favor. Motion passed. The Commission reviewed ‘Inter-Governmental’ Agreement between Ste. Genevieve County and the ‘City’ of Ste. Genevieve pursuant to RSMo 67.1360 as it corresponds to ‘Transient Tax’. After careful consideration and close review of the same, Commissioner Ford made a ‘Motion’ to approve proceeding with ‘Inter Governmental Agreement’ as per above and recognizing that Commissioner Ford would serve as the liaison on the TTC Commission on behalf of Ste. Genevieve County. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner Marberry yea Allin favor. Motion passed. Roll Call Vote Taken. Commissioner Ruzicka – Aye. Commissioner Ford – Aye. Commissioner Marberry – Aye. Ste. Genevieve County is in the process of obtaining all necessary signatures in effort to proceed with the same.
Accounts Payable for Date 4/16/2026 in the amount of $57,420.39 were reviewed and approved for payment by the Commission.

A Motion was made by Commissioner Ford to adjourn @ 12:00 P.M. Commissioner Marberry seconded the ‘Motion’. Ordered that the Commission adjourn until 4/20/2026.
