Missouri Air Conservation Commission will hold public hearing

JEFFERSON CITY – The Missouri Air Conservation Commission will hold a public hearing Thursday, Aug. 27, 2026, beginning at 9 a.m. at the Burr Oak Woods Conservation Area, Oak and Acorn Meeting Rooms, 1401 Northwest Park Road in Blue Springs.

The commission will hear testimony related to the following proposed action: 

  • Missouri State Implementation Plan Revision – Update to the Missouri Regional Haze Plan for the Second Planning Period

This action updates the plan the Missouri Department of Natural Resources’ Air Pollution Control Program (air program) submitted to the U.S. Environmental Protection Agency (EPA) in August 2022 titled Missouri Regional Haze Plan for the Second Planning Period (the 2022 plan).

This update removes all consent agreements contained in the 2022 plan.

Based on the modeling relied upon in the 2022 plan, visibility conditions for Missouri’s two Class I areas, and the seven outstate Class I areas impacted by Missouri emissions, are below the Uniform Rate of Progress without the emission reductions anticipated from the consent agreements contained in the 2022 plan.

The air program consulted with other states and Federal Land Managers prior to posting the proposed update to the plan for public notice and comment. These consultation processes, including a summary of comments received from Federal Land Managers, are included in Appendices A and B of the proposed update to the plan.

If the commission adopts this action, the department intends to submit the action to EPA for inclusion in the Missouri State Implementation Plan.

Documents for the above action will be available for review at Air Pollution Control Program, 1659 Elm Street, Jefferson City, (573) 751-4817 and online at dnr.mo.gov/air/what-were-doing/public-notices. This information will be available at least 30 days prior to the public hearing date.
