THURSDAY, JUNE 4, 2026

The Commission Met Pursuant to Adjournment.
Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON MONDAY, JUNE 1, 2026 WERE READ. COMMISSIONER FORD MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER MARBERRY SECONDED THE MOTION. COMMISSIONER FORD YEA. COMMISSIONER MARBERRY YEA. ALL IN FAVOR. MOTION PASSED.
Commissioner Ford made a ‘Motion’ to approve the Agenda for today’s meeting. Commissioner Marberry seconded the ‘Motion. Commissioner Ford yea. Commissioner Marberry yea. All in favor. Motion passed.
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting.
Following were the items of importance reported:
*Transmission on Dodge Dually having issues; vehicle at ‘Transmissions to Go’ for necessary repairs. *Mr. Schmieder noted that ‘R&B Crew’ in process of trying ‘Tar-Pot’ to make sure equipment is in proper working condition.
*Paving to begin by Jokerst, Inc. (as per noted ‘Bid Award’) on Holmes Road.
*R&B Budget review completed in effort to determine any possible, additional ‘paving’ projects. (Copy of said ‘Budget’ attached to Commission Record Supplement for this Date.)
*Mr. Schmieder noted that ‘Pipes’ ordered for Mill Creek Road.
*Mr. Schmieder receiving calls as is the ‘County’ regarding ‘trailer’ that was left on County Road ROW on Cemetery Road in St. Mary. Sheriff’s Department contacted in effort to find owner so that said ‘unit’ can be moved from Ste. Genevieve County Road ROW.
Courthouse ‘Masonry Project’ Update – Commissioner Ruzicka noted that ‘Masonry Project’ is going well and continues to progress.
A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Closed Session’ Meeting at 9:06 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.
A ‘Motion’ was made by Commissioner Marberry to ‘Exit’ the ‘Closed Session’ Meeting at 10:27 A.M. – pursuant to RSMМо 610.021(1) – as it relates to ‘Litigation’. Work Session conducted @ 10:30 A.M. – Work Session conducted in an effort to gather history/detail as it pertains to the Ste. Genevieve Community Center. In addition to the Commission and Deputy County Clerk; Sue Wolk – County Clerk and Sara Hoog – Treasurer were present for said meeting. Kris Fulford, Ste. Genevieve YMCA Director, appeared before the Commission to provide report for today’s meeting.
Following were the ‘Items of Importance’ reported:
*Renovations in ‘Gymnasium’ @ the “Main” Community Center Building are going well. New exercise equipment delivered; installation of 1st Floor Equipment should be in place by this evening. *Additional ‘electrical work’ to be completed before all is fully finished.
*It is scheduled that 2nd floor of ‘Gym’ to be closed between the hours of 8:00 A.M. and 4:00 P.M. tomorrow, 6/5/2026.
*Ms. Fulford noted that ‘Basketball Net’ on order; waiting for the same so that the same can be installed.
*Ste. Genevieve YMCA is planning on hosting a ‘Re-Opening’ in effort to show the many changes/improvements that have been made at the facility. The plan is to host in ‘June’; final details to be provided as they become available.
*Waterpark Open! There has been one ‘full day’ that waterpark had to close due to inclement weather; they have also had to ‘close early’ several additional days as a result of ‘weather events’. There have been 2300 ‘Uses’ of waterpark for first week. The waterpark continues to interview ‘lifeguards’.
*Regarding ‘Waterpark’ Pricing; Season Pass stayed the same; For ‘Non-Member’, price varied by total of $1.00.
*Ms. Fulford provided response from ‘Report’ that was completed on Water Slides. Written report stated that there were ‘no concerns’. The only ‘issue’ mentioned was potential for deterioration as a result of sun exposure/weather elements. This has been addressed with maintenance staff and will be addressed in ‘Fall’ of the year.
*Ms. Fulford advised that the Ste. Genevieve YMCA/River Rapids Waterpark is joining the ‘National Waterpark Association’; River Rapids was not a member in the past.
*The Ste. Genevieve YMCA has secured ‘Agreements’ with the University of MO Extension along with Sunshine Day Care. The YMCA is working on reaching ‘agreement’ with the Ste. Genevieve Library. Ste. Genevieve County is in the process of closing out ‘Solid Waste Grant’. As has been reported, this much needed funding was utilized for Recycling Center to be able to ‘host’ ECycling Event that was held in April @ SGI, much needed repairs for glass crusher, and (3) new Dumpsters @ Recycling Center to replace ones that are no longer functional. Ste. Genevieve County would like to ‘Thank’ SEMO RPC for their much appreciated assistance on the same.
Accounts Payable for Date 6/4/2026 in the amount of $106,116.01 were reviewed and approved for payment by the Commission.

r. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the ‘Items of Importance’ for today’s meeting:
*Tar-Pot working/functional and “in use”.
*R&B Department performing ‘Road Maintenance’.
*Paving has begun on ‘Holmes Road’. Project progressing well. Permitting for ‘Phase IIl’ of Citizen’s Electric Project to continue in northern section of Ste. Genevieve County tabled until next Commission Meeting. Several additional details are in the process of being ‘worked out’. Ste. Genevieve County Courthouse ‘Masonry’ Project Update – Arnold Masonry noted that project is moving along well. ‘Scaffolding’ should be removed after today.
Update on CDBG Grant – Said ‘grant’ is being applied for in effort to perform ‘mechanical improvements’ to antiquated elevator in the Ste. Genevieve County Courthouse. Project progressing. County preparing to send out ‘RFQ’s’ for engineering services. Additional detail will be provided as it becomes available.
Ste. Genevieve County Sheriff, Gary Stolzer, appeared before the Commission to review (2) invoices as it relates to ‘potential improvements’ to the Ste. Genevieve County Sheriff’s Department Facility.
*After careful review and consideration, Commissioner Ford made a ‘Motion’ to approve invoice for Taylor Engineering for a ‘Total Cost’ of $1,137.00 with funding to be allocated through ‘Capital Improvement Fund’. Said firm would be utilized in accordance with architect already approved to determine if project can reach fruition. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner Marberry yea. All in favor. Motion passed. (Copy of ‘noted’ invoice detail attached to Commission Record Supplement for this Date.)
*Review completed for 2nd invoice detail presented. As previously reported, ‘Approval provided by the Ste. Genevieve County Commission for ‘Architectural Services’ to be provided to the Ste. Genevieve County Sheriff’s Department by Hoener Architects, LLC. After review of invoice detail provided, Commissioner Marberry made a ‘Motion’ to approve invoice for 2nd installment from Hoener Architects for amount of $115,423.55 with funding to be distributed from Capital Improvement Fund. Commissioner Ford seconded the ‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed. *It should be noted that Sheriff’s Department is consistently looking towards the future for any improvements that would provide better service to all.
The Commission reviewed R&B Budget carefully. Determination was made to contact Mr. Scott Schmieder, R&B Foreman, to come up with several roads that could possibly be overlayed yet this year. As Mr. Schmieder has previously reported, there are numerous roads in the ‘County’ that are in desperate need of being overlayed so they don’t return to gravel. Mr. Schmieder advised (Per phone conference call) that he would determine several that can reach fruition yet this year and will report on the same at next Commission Meeting.
Accounts Payable for Date 6/8/2026 in the amount of $144,013.02 were reviewed and approved for payment by the Commission.
