HERITAGE COMMISSION

Ste. Genevieve, MO

March 16, 2026 6:00pm

 

Call to Order at 6:00 pm

 

Roll Call: Commissioners Casey Benner, Tom Hooper, and Mark Buchhiet were present at roll call. City Administrator David Bova was present. Commissioner Whitney Tucker and Aldermanic Liaison Patrick Fahey were absent.

 

Approval of Agenda: Commissioner Buchheit made a Motion to Approve the agenda; Commissioner Hooper seconded the motion, which passed 3-0-2.

 

Approval of Minutes: Commissioner Hooper made a Motion to Approve the minutes from the February 23, 2026 meeting as presented. Commissioner Buchheit seconded the motion, which passed 3-0-2.

 

Introduction of Evidence: Mr. Bova asked the Commission to approve the entry into the record of the Ste. Genevieve Municipal Code and the Design Guidelines for the Sainte Genevieve National Register Historic District. Commissioner Buchheit made a Motion to Accept the evidence into the record. The motion was seconded by Commissioner Hooper and passed 3-0-2.

 

Old Business:

 

• Mr. Bova introduced Dr. Amy Coombs and Dr. Teresita Majewski from Statistical Research, Inc. (SRI) who will be creating the mobile walking tour for the city, via the Historic Preservation Fund (HPF) grant that the city was awarded. They will be in town this week to perform field work, meet with local organizations and historians, and hold a public meeting on Thursday, 3/19 to discuss the project. Dr. Coombs provided a brief explanation of the project and a map of the 50 proposed stops on the mobile walking tour. Commissioner Buchheit asked about accessing the walking tour & Dr. Coombs pointed out that it will be accessible via a URL and possibly QR code. The URL can be incorporated into the city’s website, app, and the QR code could be incorporated into some signage around town possibly. Mr. Bova discussed that there were approximately 80 sites / stories / historic personalities discussed for the walking tour but that had to be cut to 50; the city and SRI worked with local organizations and local historians to scale the original 80 down to 50; a strong consideration was also the adjacency of the differing stops since this is meant to be a walking tour, though it will be able to be viewed while in a vehicle or from home. Dr. Coombs also discussed with the commission that they will be trying to keep a balance on the narration (30 stops) so that it tells you key points about the stop but also invites you to learn more by either touring the site or through links provided.

 

New Business:

 

• Mr. Bova updated the commission that a 2026 HPF grant pre-application was submitted to MoSHPO at the end of February – the grant application was to fund an update to the Historic Data Layer of the city’s GIS system. Typically, notification on grant awards aren’t received until the fall.

• Mr. Bova introduced Robert Sullivan as the new Assistant City Administrator.
