HERITAGE COMMISSION

Ste. Genevieve, MO

August 27, 2025 5:30pm

 

Call to Order at 5:30 pm

 

Roll Call: Commissioners Bill Hart, Tom Hooper, Whitney Tucker and Casey Benner were present at roll call. Assistant City Administrator David Bova was present. Commissioner Mark Buchheit was absent.

 

Approval of Agenda: Commissioner Hart made a Motion to Approve the agenda as presented. Commissioner Hooper seconded the motion, which passed 4-0-1.

 

Introduction of Evidence: Mr. Bova asked the Commission to approve the entry into the record of the Ste. Genevieve Municipal Code and the Design Guidelines for the Sainte Genevieve National Register Historic District along with the staff reports and additional documentation for the applications being considered. Commissioner Tucker made a Motion to Accept the evidence into the record. The motion was seconded by Commissioner Hooper and passed 4-0-1.

 

Old Business:

 

  • SGHC036-25 To receive a Certificate of Appropriateness to replace a standing seam metal roof with an architectural shingle floor at 198 LaHaye St. Applicant, Mr. Mark Trautwein, was             present and presented information on his request. The commission questioned why he was       opposed to modern standing seam metal and Mr. Trautwein discussed the differences in the      modern style versus older styles, specifically the ridge joints, and height of the seams. The     commission discussed other options including direct to metal roof coating. Mr. Trautwein was        not interested in that option. Mr. Hooper and Mr. Bova shared information with Mr. Trautwein          regarding the NPS Standards for Rehabilitation and for Substitute Materials. Mr. Trautwein   stated he did not wish to use barn metal but had looked into corrugated metal. Commissioner Hart discussed corrugated metal and also shared that there are other houses in town with     modern standing seam and with corrugated roofs. Mr. Bova asked if Mr. Trautwein was    requesting permission to use corrugated metal and he stated he would like to make that request.         Commissioner Hart made a Motion to Deny the original request for architectural shingles but   approve the use of corrugated metal to replace the standing seam metal. Commissioner Tucker     seconded the motion which passed 4-0-1.

 

  • SGHC037-25 To receive a Certificate of Appropriateness to construct a new single-family residence at 644 LaPorte St. Applicant, Mr. Thomas Jones, was present and presented his application. Mr. Jones discussed the materials he had chosen for his proposed new build,          including engineered wood siding, architectural shingles, Quaker residential windows and        doors, and cedar porch posts. Commissioner Hart stated that he had no issue with the materials    chosen, but did not think the home was in line with design guideline R.5(A) stating new           construction should be similar in mass and scale to other nearby historic homes. Commissioner           Hart asked if Mr. Jones would entertain a steeper roof pitch and dormers which was more in line         with the existing homes on that block. Mr. Jones discussed what roof pitch would be preferred         and agreed to a pitch of 4/12 or steeper. He also agreed to the placement of two dormers.          Commissioner Tucker stated that if the roof pitch is increased and dormers added, it becomes             less of a ranch and the attached garage is inappropriate. Mr. Jones asked if a detached garage             would be more acceptable and the commission agreed that it would. The commission requested   the detached garage roof pitch, if built now or later, match the roof pitch on the house.            Commissioner Hooper made a Motion to Approve the application with the stipulations of a 4/12   pitch roof or steeper, 2 dormers on the front, and the elimination of the attached garage.     Commissioner Hart seconded the motion which passed 4-0-1.

 

New Business: None

 

Other Business: Mr. Bova informed the commission that there was a copy of the appeal of SGHC032-25 at their seats and asked if they had any questions. There were none.
