MONDAY, JUNE 29, 2026
24TH Day of the April Term. Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioner Cory Ford, along with Deputy County Clerk, Michele Gatzemeyer. Associate Commissioner Mark Marberry was absent from today’s meeting.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, JUNE 25, 2026 ARE SCHEDULED TO BE READ AT THE NEXT REGULARLY SCHEDULED COMMISSION MEETING THAT IS SCHEDULED FOR THURSDAY, JULY 3, 2026.
Commissioner Ruzicka made a ‘Motion’ to approve the Agenda for today’s meeting. Commissioner Ford seconded the ‘Motion’. Commissioner Ruzicka yea. Commissioner Ford yea. All in favor. Motion passed.
Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the ‘Items of Importance’ reported:
*Mr. Schmieder noted that ‘order’ for ‘brush hog’ cancelled.
*Mr. Schmieder noted that it is the intent of R&B to Chip Seal this Tuesday and Wednesday.
*Mr. Schmieder reported that ‘work’ needs to be completed on Smith & Westover; Scott noted that ‘road’ is in need of spots to be ‘overlaid’.
*Commissioner Ruzicka reported that he received call from area resident complimenting the work completed on Holst Road.
As it relates to ‘ROW’ for Citizens Electric – Salem Bulk Power Project – there are still details that remain to be worked out. Nothing has been officially signed for PHASE III “ROW” at this time.
Missouri Highway and Transportation Commission Permit to work on ‘Right of Way’ received from MoDOT as it relates to ‘Holst Road’. ROW pertains to ‘State Highway’ ROW along the EAST side; 0.82 miles NORTH from Holst Road (south). (Copy of ROW Permit attached to Commission Record Supplement for this Date.)
Commissioner Ford provided report from the University of MO Extension Meeting. Following were the items reported:
*It was noted that Missy Marberry along with Mike Kertz, Jr. will have to wait (1) year before they are able to run again on the ‘Extension Council’. Lisa Marschel, Collector, reported to the Commission that she has been having difficulty with her fax machine since May 7th, She has reached out to IT Department; however, nothing has been fixed at this time. This is creating problems with information that needs to be reported from Mrs. Marshel’s Office to the ‘DMV’. She is going to make one last attempt to contact IT Department but wanted the Commission to be aware of this issue/problem.
*While Mrs. Marschel was present, Assessor joined meeting. Question was posed surrounding SB190 application that related to a ‘mobile home’. It was noted/agreed upon in meeting that mobile home in question is regarded as ‘Personal Property’; thus, property does not qualify for SB190 ‘credit’. Statute to be ‘referenced’ in correspondence to property owner. Carolyn Bach w/Ste. Genevieve Art Guild, appeared before the Commission to provide report regarding the same. Following were the items reported:
*Visitors to Art Guild – 645 individuals were counted coming to Art Center through May; which is UP from ‘513’ at this time last year.
*Report provided on ‘Community Events’.
*Mrs. Bach also presented a ‘Proposal’ to the Commission as it pertains to a ‘sculpture’ that is being ‘proposed’ at the ‘site’ of the existing water fountain that is not in working order at the Art Guild. Proposed ‘sculpture’ would be on ‘existing’ site. Mrs. Bach requested input from the Commission as it pertains to ‘which’ fabrication metal would be best for said project. Accounts Payable for Date 6/29/2026 in the amount of $51,237.85 were reviewed and approved for payment by the Commission.
ADJOURN
A Motion was made by Commissioner Ford to adjourn @ 11:30 A.M. as the Commission had ‘commitment’ that would need to be attended. Commissioner Ruzicka seconded the ‘Motion’. Ordered that the Commission adjourn until 7/2/2026.
