MONDAY, MAY 18, 2026
13th Day of the April Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON MONDAY, MAY 11, 2026 WERE READ. COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER FORD SECONDED THE MOTION. COMMISSIONER MARBERRY YEA. COMMISSIONER FORD YEA. ALL IN FAVOR. MOTION PASSED.

Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were ‘Items of Importance’ noted:
*Tar-Pot nearing completed work to have item of equipment ‘up and running’.
*Boom Mower – Mr. Schmieder working on obtaining ‘part’ necessary to have said item of equipment operational.
*Mr. Schmieder has been in contact with Jokerst, Inc. It is anticipated that they will begin ‘Paving’ of Holmes Road first part of June.
*Road & Bridge Department working on ‘Installation of Pipes’.
*Road Inspection(s) – Scheduled for this Thursday, 5/21/2026 with Mr. Schmieder & Commission.
*Update on Salem School Road – Mr. Schmieder noted that if we have ‘rain’ this week; the R&B Department will plan on ‘grading’ this road.
Mowing continues to progress @ Ste. Genevieve YMCA Community Center Complex.
Update on Recycling Center – Pump on ‘Baler’ still being repaired; it is anticipated that ‘Pump’ could potentially be ‘up and running’ in next several days.
Commissioner Ruzicka wanted to review SB1553 – Missouri Senate Bill surrounding INCENTIVES FOR CRITICAL MATERIALS AND PHARMACEUTICALS. It should be noted that Missouri has at least 36 of the 60 critical minerals and rare earth elements listed by the U.S. Government, to include aluminum, copper, lithium, cobalt, just to name a few.
*At ‘final hour’; addendum included in what was listed at ‘MO Defense/Energy Act’.
*Legislative Hearing was conducted in Jefferson City surrounding the same; It was noted that ‘Legislators’ seemed to understand the adverse effects to ‘Counties’; however, reconvening was postponed. In that time frame, it is believed that Representative Wolfin’s ‘Bill’ will no longer make it out of ‘Committee’. It was thought, prior to this occurrence, that it had a good chance of achieving this. Those in attendance at said ‘legislative hearing’ emphasized the continuing struggles that the Counties are experiencing.
Lisa Marschel, Collector, and Linda Wagner, Assessor, appeared before the Commission regarding ‘Breaking out of Taxes’ for SB190.
*Mrs. Marschel noted that she needs to know what to do as it relates to TIF and Taxes relating to SB190. Consult was completed with ‘legal counsel’ regarding the same with no definitive answers being provided. Mrs. Marschel reached out to ‘Collector’s Association’; however, she did not receive a ‘clearly defined answer’. Agreement was made that monies to be withheld from ‘City TIF’ as it relates to SB190; Commissioner Marberry emphasized that this is another example of abrogation of ‘Legislators’.
*Mrs. Marschel questioned the Commission as to how to address ‘Levees’ as it relates to SB190. Legal Opinion was obtained by Mrs. Marschel. After review and consideration by the Commission, it was decided that SB190 DOES NOT APPLY TO THE LEVEE DISTRICT BECAUSE IT IS A SPECIAL ASSESSMENT AND NOTA TAX. *Mrs. Marschel advised that she needed input as it relates to SB190 in an effort to proceed with ‘monthly spreadsheet’.

A ‘Motion’ was made by Commissioner Ford to ‘Exit’ the ‘Closed Session’ Meeting at 11:02 A.М. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’ as well as RSMo 610.021(2) – as it relates to ‘Contracts’. Commissioner Marberry seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Ford – Aye. Commissioner Marberry – Aye.
After close review and careful consideration, Commissioner Marberry made a ‘Motion’ to approve the ‘Food Services Contract’ between Ste. Genevieve ‘County’ and ‘Trinity Services Group’ as they had the ‘Low Bid’ after the ‘County’ opened ‘Request for Proposal(s) for Inmate Food Service Contract’ with all necessary requirements having been met and ‘Contract’ being locked in for 2-year term. (Letters of Award have been sent to vendors.) Commissioner Ford seconded the ‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed. Accounts Payable for Date 5/18/2026 in the amount of $30,783.45 were reviewed and approved for payment by the Commission.
