THURSDAY, MAY 7, 2026

 

10TH Day of the AprilTerm. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.

 

THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M. THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, APRIL 30, 2026 WERE READ. COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES WITH MINOR CORRECTION. COMMISSIONER FORD SECONDED THE MOTION, COMMISSIONER MARBERRY YEA. COMMISSIONER FORD YEA. ALL IN FAVOR. MOTION PASSED.

 

THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON MONDAY, MAY 4, 2026 WERE READ. COMMISSIONER FORD MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER MARBERRY SECONDED THE MOTION. COMMISSIONER FORD YEА. COMMISSIONER MARBERRY YEA. ALL IN FAVOR. MOTION PASSED.

 

Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the items reported:

*Equipment – Good.

*Mr. Schmieder noted that ‘Batwing’ is ‘En-Route’.

*R&B Department working on ‘Road Maintenance/Mowing’.

*Mr. Schmieder noted that preparation being completed (to include installation of Pipes) for following ‘Paving Projects’: Holmes Road/Genevieve Church Road/Cindy Lane & Cedar Trail/Holst Road. As additional information becomes available, said detail to be provided.

 

‘Final Evaluation’ of TAP Grant completed; forwarded to MoDOT as needed.

 

The Commission spoke with ‘Masonry’ Contractor who is going to complete another ‘physical inspection’ of said project to finalize all details surrounding ‘Masonry Project’.

 

Commissioner Ford provided report from Ste. Genevieve County Fair Board Meeting. Following were the items reported:

            *Insurance Coverage for ‘Fair’ reviewed; final details provided.

            *Board working well together; plans for ‘Fair’ coming together.

 

Update provided regarding ‘Ste. Genevieve YMCA Branch – Community Center’. Following are several updates provided:

            *Water Park ‘Opening’ is “On-Schedule”.

            *Project on ‘Floor’ – Moving Along.

            *Ste. Genevieve County facilitated ‘Mowing’ at the Ste. Genevieve Community Center     ‘Grounds’.

 

Report provided by Commission on ‘Legislative Hearing’ attended per legislation proposed by State Representative, Bryant Wolfin. Following were issues addressed:

*Those in attendance from the ‘County’ were: Presiding Commissioner Ruzicka, District No. 1 Commissioner Cory Ford, Major Jason Schott, and Sheriff Gary Stolzer. Jim Scaggs, Presiding Commissioner for Iron County was also in attendance.

*Commissioner Ruzicka felt that legislators ‘Eyes were opened’; Representatives seemed to understand. *’Executive Session’ being held on this day.

*The ‘hope’ is that ‘Proposed Legislation’ will make it out of ‘Committee’ to then proceed to the ‘Floor’.

 

A ‘Motion’ was made by Commissioner Ford to ‘Enter’ into ‘Emergency Closed Session’ Meeting at 9:02 A.M. – pursuant to RSMo 610.021(2) – as it relates to ‘Contracts’. Commissioner Marberry seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Ford – Aye. Commissioner Marberry – Aye.

 

A ‘Motion’ was made by Commissioner Marberry to ‘Exit’ the ‘Emergency Closed Session’ Meeting at 9:58 A.M. – pursuant to RSMo 610.021(2) – as it relates to ‘Contracts’. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.

 

Final Evaluation completed for MoDOT as it relates to ‘TAP Grant’. Information forwarded to MODOT.

 

A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Closed Session’ Meeting at 10:44 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’ as well as RSMo 610.021(3) – as it relates to ‘Personnel’. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.

 

A ‘Motion’ was made by Commissioner Marberry to ‘Exit’ the ‘Closed Session’ Meeting at 11:41 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’ as well as RSMo 610.021(3) – as it relates to ‘Personnel. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.

 

Kris Fulford, Director of the Ste. Genevieve YMCA, appeared before the Commission to provide ‘report’ for the same. Following were several items reported:

*Review of Financials completed.

*Mrs. Fulford presented updated ‘photos’ of the ‘Improvements’ that have been made @the YMCA – Ste. Genevieve Complex – at the ‘Waterpark’ as well as the ‘Gymnasium’.

*Monthly ‘Branch’ Report presented for March 2025. (Copy of ‘Report’ attached to Commission Record Supplement for this Date.)

*Mrs. Fulford noted that there will be ‘additional expenses’ coming up for ‘Waterpark Chemicals’ as well as ‘Deck Chairs’ that were ordered due to the numerous ‘chairs’ that were no longer in place at the Waterpark. It was noted that due to ‘YMCA National Agreement’; chairs were purchased at approximately 50% of the ‘Cost’.

*Staffing – “In Progress”.

 

Accounts Payable for Date 5/7/2026 in the amount of $111,118.01 were reviewed and approved for payment by the Commission.

 

ADJOURN A Motion was made by Commissioner Ford to adjourn @ 12:45 P.M. Commissioner Marberry seconded the ‘Motion’.

 

Ordered that the Commission adjourn until 5/11/2026.
