THURSDAY, APRIL 30, 2026
8TH Day of the April Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, APRIL 23, 2026 WERE READ. COMMISSIONER FORD MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER MARBERRY SECONDED THE MOTION. COMMISSIONER MARBERRY YEA. COMMISSIONER FORD YEA. ALL IN FAVOR. MOTION PASSED.
Commissioner Ruzicka wanted to provide a ‘Thank You’ to Warren Jokerst and Post 150 for new flag at the Courthouse. Commissioner Ford wanted to also give a huge ‘Thanks’ to donated time from Bauman Contracting to assist with ‘Bleachers’. It was noted that local community support is appreciated and makes our entire community a better place to live.
Commission provided close review to ‘Bids’ received on the ‘Roof Bid’ for Courthouse Roof as roof is ‘leaking’ and needs to be replaced. After very careful consideration, Commissioner Ruzicka made a ‘Motion’ to approve proceeding with ‘Bid’ received from Superior Roofing Strategies to include ‘fullwarranty’ on said ‘Roof’. Commissioner Marberry seconded the ‘Motion’: Commissioner Ruzicka yea. Commissioner Marberry yea. All in favor. Motion passed. NOTE: Commissioner Ford abstained from voting. Lisa Marschel, Collector, appeared before the Commission and provided ‘Quarterly Reporting’ Detail for 1st Quarter – 2026 – regarding “Tax Maintenance Fund”. (Copy of TMF ‘Quarterly Detail’ attached to Commission Record Supplement for this Date.)
*Collector also recently attended ‘Conference’. She noted that the following figures were reported from the same: As it relates to SB190, data provided noted that the ‘loss’ of revenue to 3rd Class Counties as a result of SB190 will be approximately $4,080,091.47.
*Loss of Revenue as a result of SB190 to ‘All Counties’ will be approximately $19,000,000.00. *Projected ‘Loss of Revenue’ in next (10) years to St. Louis County alon(e) is projected to be approximately $400,000,000.00.
*Projected ‘Loss in Revenue’ as a result of SB3 over the next (10) years to Cape Girardeau is expected to be approximately $16,000,000.00.
Letter requesting ‘Reappointment’ was received by current Board Member on Senior Citizens Services Tax Board. After review, Commissioner Marberry made a ‘Motion’ to approve the reappointment of Mr. Paul Brischle to said Board. Commissioner Ford seconded the ‘Motion’

Commissioners Marberry and Ford to meet with prospects as it relates to lawn mowing of ‘Community Center’. As additional details become available, they will be reported.
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the items reported:
*It was advised that ‘oil change’ necessary in ‘County’ vehicle.
*Mr. Schmieder noted that R&B Department built up Cindy Lane/Cedar Trail; they are putting in pipes. *Mr. Schmieder advised that ‘County’ survived ‘storm’ wel(l).
*Mr. Schmieder reported that additional work needs to be completed on Holmes Road; plan is for 3″ overlay according to Mr. Schmieder.
*It was noted that there will most likely be ‘change’ in pricing @ time of asphalt work being completed due to increase in ‘Asphalt Price Index’.
Andy Meyer w/BFW Engineering & Consulting, appeared before the Commission in an effort to determine if Ste. Genevieve County was in need of services. Mr. Meyer had worked for MoDOT in the past, was familiar with Ste. Genevieve County Projects, and wanted to inquire about possibility of assisting the ‘County’ in ‘future’ projects.
*Mr. Meyer noted that BFW has started ‘offices’ throughout the ‘State of Missouri’ and continue to expand. They can also be located in various ‘neighboring’ states,
*It was noted that BFW. works with many various ‘Grant Opportunities’. Just a few named were TEAP/TAP/BRO.
*Mr. Meyer offered information on firm’s Capabilities, Explanations & Photos of numerous Projects completed. (Copies of ‘Projects w/applicable details attached to Commission Record Supplement for this Date.)

Local resident reached out to the Commission regarding ‘sight distance’ concern at intersection of Kinsey and Misplay Roads. Issue with ‘sight’ difficulty lies on property that is NOT on ‘County Road Right of Way’; thus, unfortunately, the Ste. Genevieve County Road Department has NO JURISDICTION regarding this area.
The Commission provided detailed review of ‘Masonry Proposal’ received from Arnold Masonry, LLC. Said ‘masonry repairs’ are ‘Emergency’ in natureas there are ‘areas’ surrounding entire Courthouse in need of some form of repair to include the following: CUT OUT & REPLACE (7) LINTELS ON OLD COURTHOUSE FACING OLD MUSEUM, PATCH CAPS ON ROOF COPING @ ‘OLD’ CHAMBER BUILDING, CAULKING. Ste. Genevieve County reached out to said ‘masonry’ company due to this projects ‘urgency’ in an effort to protect the integrity of historical Ste. Genevieve County Courthouse.
*After careful review and consideration, Commissioner Marberry made a ‘Motion’ to proceed with the ‘full scope of repairs’ as presented by Arnold Masonry, LLC at a “Total Cost” of $46,400.00. Commissioner Ford seconded the ‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed. (Commissioner Ruzicka abstained from ‘voting’ on this project.) Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the ‘Points of Interest’ that were made:
*R&B Department are focusing on ‘Maintenance’ of ‘Roads’ that need to be corrected.
*R&B Department to work on ‘Tar Pot’.
*Fuel Supply needed by R&B Department. Bids requested. ‘Low Bid’ was awarded for most recent fuel supply to Heil Oil Company. Pricing was as follows: “On-Road” Fuel – $4.565. (Copies of attached ‘Fuel Bid Request(s) along with ‘Ticket’ attached to Commission Record Supplement for this Date.)
*R&B Department in process of hiring ‘Summer Help’.
It was noted that Community Center ‘Mowing’ in process; going well.
Additional review provided to ‘masonry’ project. Final signatures to be provided as soon as ‘final’ signatures are facilitated.
Update on ‘Flap Grant’ – Floodplain Development Permit Application to be completed regarding this project. Floodplain ‘Permit’ to be completed by Floodplain Administrator for ‘City of Ste. Genevieve’. Progress continues for said ‘project’.
