Ste. Genevieve County Commission Minutes

THURSDAY, APRIL 23, 2026

7TH Day of the April Term.

 

The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.

 

THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.

 

THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON MONDAY, APRIL 20, 2026 WERE READ. COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES AS PRESENTED. COMMISSIONER FORD SECONDED THE MOTION. COMMISSIONER MARBERRY YEA. COMMISSIONER FORD YEA. ALL IN FAVOR. MOTION PASSED.

 

Sheriff Stolzer appeared before the Commission; he had nothing to report for today’s meeting.

 

Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the items reported:

*Road & Bridge Department still ‘short staffed’.

*Mr. Schmieder reported that he has been advised that ‘Plate’ for Backhoe should be coming anytime. Mr. Schmieder continues to closely monitor this matter.

*Commissioner Marberry noted, while Mr. Schmieder was present, that he has been in contact with local area engineer for MoDOT who has advised that Highway ‘N’ Bridge Replacement is ‘scheduled’ to begin in August 2026.

*Road & Bridge Department in need of fuel supply. Request for ‘Bid Proposals’ sent; the ‘Low Bid’ was awarded to Heil Oil Company with the following pricing: “On-Road” Fuel – $4.559/gallon; “Off-Road” Fuel – $4.259/gallon; “Gasoline” – $3.349/gallon. (Copy of Fuel Bid(s) along with ‘Tickets’ attached to Commission Record Supplement for this Date.

*Also while Mr. Schmieder still present, Ste. Genevieve County has been notified that Ste. Genevieve County has (2) additional bridges that qualify for ‘BRO’ Funding. Said (2) Bridges are: BRIDGE ON OLD ‘TT’ HIGHWAY; BRIDGE ON QUARRYTOWN ROAD.

 

Commissioner Ford provided updates regarding ‘Community Center’.

*Commissioner Ford noted that ‘plate’ for electric pole is being addressed; Commissioner Ford has reached out to ‘Marzuco Electric’ regarding the same.

*It was brought to the ‘attention’ of the Commission that ‘light’ needs to be replaced on ‘pole’ @ Community Center. It was brought to the ‘Commission’s’ attention that said light has been out for several years.

 

Commissioner Ruzicka advised that he received ‘Request’ from local resident desiring to serve on the Senior Citizens Services Tax Board. Upon review, Commissioner Ford made a ‘Motion’ to appoint Ms. Bonnie Rollhaus to said Board as replacement for Ms. Judy Schilly, long-serving, Board Member. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea.

Commissioner Marberry yea. All in favor. Motion passed. (Copy of ‘Appointment Request attached to Commission Record Supplement for this Date.)

 

Commissioner Ford provided update from TTC Meeting he attended. Following were ‘key points’ from said meeting:

*Additional funding approved by the TTC in their ‘Budget’. The Commission noted that this may be somewhat preliminary until ‘actual money’ is collected for ‘Transient Tax’. Close monitoring of the same to be completed by Ste. Genevieve County Treasurer.

*Mr. Aaron Smith, Tourism Director, in ‘talks’ with American Cruise Line; as additional information is provided, Commissioner Ford will continue to report.

*’Day Trip’ planned for community with several stops on the ‘Itinerary’; one, in particular, is Baetje Farms.

*It was specifically noted that ‘Approval’ of Transient Tax was “56-44”.

*There was also conversation surrounding our Country’s “250th Celebration”.

 

Commissioner Ford reached out to ‘Contractor’ with questions on ‘Roof Proposals’. There were several questions surrounding ‘Proposals’. Bid Award to be determined @ next Commission Meeting scheduled for Monday, 4/27/2026.

 

Commissioner Marberry provided report from New Bourbon Regional Port Authority Meeting that he attended. Following were the ‘Key Points’ acknowledged:

*It was noted that ‘State of Illinois’ has provided ‘matching funds’ for operation of the ‘Ferry’; MoDOT has been providing ‘stipend’ in the past. This is good news for ferry operations.

 

A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Closed Session’ Meeting at 10:06 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.

 

A ‘Motion’ was made by Commissioner Marberry to ‘Exit’ the ‘Closed Session’ Meeting at 11:10 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’. Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner Ruzicka – Aye. Commissioner Marberry – Aye. Commissioner Ford – Aye.

 

Kris Fulford, Executive Director of Ste. Genevieve YMCA, appeared before the Commission to provide update regarding ‘Community Center/Waterpark’. Following were the ‘Points of Interest’ provided:

*Painting of ‘Water Park’ going well.

*Gymnasium – Updates coming along well.

*2nd Floor Renovations @ Community Center moving along well. Ms. Fulford reported that Zach Grein has been doing ‘Great Job’. (Electrical/Ceiling Fans going in.)

*Hardwood Floor – Looking Good!

*Ms. Fulford provided ‘most recent update’ as it pertains to the various projects that are in the process of being completed.

*Update on ‘invoices’ reviewed/provided.

*Ms. Fulford provided update surrounding the ‘many’ weekend events scheduled @ Community Center this weekend.

*Ms. Fulford reported that “3rd Party” Safety Inspection being completed at Waterpark. Varying levels will be completed in the future as it pertains to the same.

 

Accounts Payable for Date 4/23/2026 in the amount of $390,497.11 were reviewed and approved for payment by the Commission.

 

ADJOURN

 

A Motion was made by Commissioner Ford to adjourn @ 12:00 P.M. Commissioner Marberry seconded the ‘Motion’. Ordered that the Commission adjourn until 4/27/2026.
