THURSDAY, SEPTEMBER 18, 2025

 

22ND Day of the July Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioner Cory Ford along with Deputy County Clerk, Michele Gatzemeyer. Absent from today’s meeting was Associate Commissioner, Mark Marberry.

 

THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.

 

THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, SEPTEMBER 11, 2025 ARE SCHEDULED TO BE READ AT THE NEXT REGULARLY SCHEDULED COMMISSION MEETING OF MONDAY, SEPTEMBER 22ND, 2025.

 

Two local constituents appeared before the Commission regarding questions surrounding ‘detainees’ at local Sheriff’s Department. The Commission advised that said questions would need to be answered by the Ste. Genevieve County Sheriff. It was noted that constituents would reach out to the ‘Sheriff’ via letter and would ‘cc’ the Commission on the same w/list of questions.

 

*Question was posed surrounding YMCA taking over the management of Community Center. Commissioner Ruzicka offered updated response.

 

Dena Kreitler, Director of Ste. Genevieve County Chamber of Commerce, appeared before the Commission to present ‘Update’. She noted that the ‘Chamber’ will be completely moved from their current location by ‘end of September’.

 

*Mrs. Kreitler noted that ‘Pecan Palooza’ to be held on November 1st. She noted that ‘3rd & Market Streets’ to be ‘closed’ at said time.

 

*License Office is now ‘Open’ @ their new location.

 

It was reported that ‘air conditioning unit’ @ Prosecuting Attorney’s Office not currently working. Issue to be investigated.

 

Sheriff Stolzer appeared before the Commission to provide several requests for the Commission. After careful consideration, Commissioner Ford approved ‘Purchase Requisition’ No. 25-0025 through vendor, City Food Equipment with financing to be taken from ‘Inmate Security Fund’ with equipment being ‘Used’ at a ‘Total Cost’ of $7,520.00. Commissioner Ruzicka seconded the ‘Motion’. Commissioner Ford yea. Commissioner Ruzicka yea. All in favor. Motion passed. *Sheriff Stolzer presented Purchase Requisition No. 25-0023 for ‘2026 Ford Expedition. After careful review and consideration, Commissioner Ford made a ‘Motion’ to approve said Purchase Requisition as presented through vendor, Broadway Ford Truck Sales, for a “Total Cost” of $55,387.00 with funding to be taken from ‘Jail Budget’ and understanding that the requirements of ‘State Bid List’ is satisfied. Commissioner Ruzicka seconded the ‘Motion’. Commissioner Ford yea. Commissioner Ruzicka yea. All in favor. Motion passed. *Sheriff Stolzer presented Purchase Requisition No. 25-0024 Dated 9/12/2025 for ‘2026 Chevrolet Tahoe. After careful consideration, Commissioner Ford made a ‘Motion’ to approve Purchase Requisition No. 25-0024 as presented through vendor, Don Brown Chevrolet, for a “Total Cost” of $55,946.00 with the understanding that purchase meets requirement of ‘State Bid’. Commissioner Ruzicka seconded the ‘Motion’. Commissioner Ford yea. Commissioner Ruzicka yea. All in favor. Motion passed. Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the items of importance reported:

 

*Mr. Schmieder reviewed project to ‘widen’ portion of Saline Bridge. Approval received from the Ste. Genevieve County Commission. Prep work to be completed by R&B Department.

 

*As was necessary, R&B Department ‘cut’ asphalt out of Hager Road. Project complete.

 

*Compliment received from local resident that resides on Becker Road for Ste. Genevieve County Road & Bridge Department and the work they completed cutting brush/limbs/etc. on said road. Resident was extremely grateful and felt compliment was deserved to be sent to ‘Road Department’.

 

*Mr. Schmieder advised that ‘paving’ is scheduled to begin on Brushy Creek Road on the 25th.

 

*Inspection performed by Commissioner Ford regarding ‘complaint’ on Misplay/Carron Road. Brush was cut. Thus, it was noted that ‘area’ appears to be in good condition. Commissioner Ford noted that it was necessary for limbs, etc. to be cut. After review of current drought conditions in Ste. Genevieve County with Emergency Management Director, Commissioner Ruzicka made a ‘Motion’ to initiate BURN ADVISORY for the ENTIRE County of Ste. Genevieve until further notice. Commissioner Ford seconded the ‘Motion’. Commissioner Ruzicka yea. Commissioner Ford yea. All in favor. Motion passed. The ‘County Commission’ wishes to extend a sincere ‘Thank You’ for participation from ALL COUNTY RESIDENTS. Community Center update provided noting the following ‘Items of Importance’.

 

*After discussing w/Matt Clark – Director w/YMCA, it was decided that ‘2nd Person’ in charge @ Community Center is Cory Ford – 1st District Associate Commissioner if Mr. Clark is not available.

 

*The Commission working with Anne Bruneel, legal counsel for the YMCA, to obtain ‘Fully Executed’ Agreement between the ‘County’ and the ‘YMCA’.

 

*Survey provided to the ‘Community’ in an effort to see what ‘programming’ Ste. Genevieve County wants to see at the YMCА.

 

*Hydrotherapy Pump has been installed at the Community Center. Pump not working properly; Commissioner Ford reached out to Midwest Pools in effort to speak w/”Tech” regarding the same.

 

It was also noted that ‘issues’ discovered with ‘Air Conditioning Unit’ @ the Community Center. Unit has been ‘charged’ with the ‘hope’ that unit will be able to make it through rest of this year.

 

Review completed surrounding the proceeding of ‘Road Use Agreement’ between Citizens Electric and County of Ste. Genevieve as ‘mapping detail’ that Citizens has provided is noted to be the most ‘up-to-date’ information they have on record.

 

Resources to Recovery has reached out to the Commission with their ‘plan’ for next year’s Conference. The ‘theme’ for next year’s conference is tentatively planned to be “Beyond the Badge”, which is designed to build stronger connections with law enforcement and EMS.

 

Accounts Payable for Date 9/18/2025 in the amount of $85,572.93 were reviewed and approved for payment by the Commission. ADJOURN A Motion was made by Commissioner Ford to adjourn @ 12:00 P.M. Commissioner Ruzicka seconded the ‘Motion’. Ordered that the Commission adjourn until 9/22/2025.
