Board of Aldermen Meeting
Thursday, September 8th, 2022
6:00 p.m.
- Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, September 8th, 2022 beginning at 6:00 p.m. at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
- Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
- Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker.
- Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
- Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
- Public Forum: Nobody signed up to speak.

NEW BUSINESS
- Welcome Sign: Mayor Wyatt discussed a collaboration with the church to replace a welcome sign that was destroyed in 2009. The city received $800 back then from the insurance of the person who hit the sign.
- Block Party: Mayor Wyatt discussed a block party that the Trinity Baptist Church is hosting on October 1st on their property. He said everyone is welcome to attend.
- City Street Plan: Alderman Ron Barnett discussed the city getting two skids of asphalt patch to fill pot holes and do street repairs. We have two skids of 56 bags each of 50 pound asphalt patch.
- Department Reports:
- Emergency Management – Director David Woods had nothing to report.
- Police Department – The Honorable Mayor Carl Wyatt gave the floor to Police Chief Brendon Corbett. Corbett reported the November docket is full and he has been enforcing ordinance violations. The most common ordinance violations are high grass and derelict vehicles. Whenever he discusses derelict vehicles with an offender, they always bring up the mayor’s car lot. The mayor interjected that he is a licensed car dealer and pays a lot of money to have that license. He also mentioned that the tornado did damage to some of his cars. Corbett is working with the county on the armed robbery of Marion Cliff. He is also working another case of a civil matter. Corbett asked what the requirements on having a UTV sticker. Mayor Wyatt explained that someone driving through town on highway 61 does not need one and people who are riding one during a benefit do not need one. People who are riding them on our city streets do need one and they need to have it inspected and $25 per year for the sticker.
- Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported he needs hose, a LED light and a valve. Hacker told him that if it is a safety issue then to purchase the items. He received a grant to purchase radios and has purchased some of them but the rest are on hold. The air condition is working on 7842 after it was repaired. The BBQ will be on October 2nd and the DARE officer and the Ambulance will be there. He will be working the Fire Prevention Week at Head Start and will purchase items with his own money for the kids.
- Street Department – Alderman Ron Barnett reported the city has developed a list of priority repairs that need to be done. He said we need to get a load of sand or screenings to fill in some holes. He said Frankie Ullman will be showing the city employees how to apply the asphalt that we just purchased.
- Water / Wastewater Department – Alderman Karl Schultz gave the floor to Frankie Ullman who reported that they repaired several grinder pumps and one may need to be pulled. Ullman also mentioned that the lift station may need to get pulled and repaired. He also mentioned a blower is acting up at the sewage treatment plant so we may be down to one rotor. Ullman said the water sample tests are good. Alderman Schultz thank Ullman for the extra work he is doing in the absence of us having regular employees.
- Park / Cemetery / Animal Control – Alderman Dr. Zen Duda was absent.
- Citizens Participation – Nobody was present.
- Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:28 p.m. Alderman Karl Schultz seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
