Thursday, March 26, 2026

6:00 PM

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Adam Bequette on Thursday, March 26, 2026, beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
  2. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
  3. Roll Call: Aldermen answering the roll call were Alderman Rose Rosenzweig, Alderman Dr. Zen Duda, and Alderman Brian Helms. Quorum present.
  4. Approval of Agenda: Motion to approve agenda as printed by Alderman Duda, second Alderman Helms, all in favor Alderman Duda (aye), Alderman Helms (aye), Alderman Rosenzweig (aye), motion carried
  5. Consent Agenda: motion to approve by Alderman Duda, second by Alderman Brian Helms.  Alderman Duda (aye), Alderman Rosenzweig (aye), Alderman Helms (aye), motion carried.

  • Motion to accept Alderman Kathy Bergmann’s resignation by Alderman Helms (aye) Second Alderman Rose Rosenzweig (aye) all in favor Alderman Zenon Duda (aye). Motion passed

Lease Option 3

$500,000 line of credit with $150,000 available immediately to pay Jokerst INC for already completed work with an additional $350,000 line of credit (no interest on the $350,000 unless used)

Bank: Interest 4.5%-4.75% payments $6750 balloon payment at 12 months or $652 monthly interest payment

First payment on the 13th month of $2090.00.

  1. First State Community Bank Lease Option Ordinance 26-007

WHEREAS, City of Saint Mary (Lessee), desires to obtain funds to pay the costs of acquiring the Equipment described in the attached Tax-Exempt Equipment Lease Purchase Agreement; and

WHEREAS, in order to facilitate the foregoing and to pay the cost thereof, it is necessary and desirable for Lessee to enter into the Tax-Exempt Equipment Lease Purchase Agreement with First State Community Bank, as Lessor (Lessor), pursuant to which Lessee will lease the Equipment, with an option to purchase, from Lessor, on an annually renewable basis, and commencing on the date Lessor deposits funds equal to the initial principal amount of the Equipment Lease Purchase Agreement into an account held pursuant to the below-mentioned Account Control Agreement, to be used to pay the costs of acquiring and installing the Equipment and to pay related costs; and

WHEREAS, the Equipment is not available for immediate delivery, therefore, it is necessary and desirable for Lessee to also enter into an Account Control Agreement, in substantially the form attached to this Ordinance, pursuant to which the proceeds of the Tax-Exempt Equipment Lease Purchase Agreement will be held by the bank therein-named as Deposit Bank (Deposit Bank), in an account established in Lessee’s name, but subject to Lessor’s security interest and Lessor’s approval of disbursements;

Rol call vote to adopt Ordinance 26-007 Alderman Zenon Duda (aye), Alderman Brian Helms (aye), Alderman Rose Rosenzweig (aye). Aye’s have it Motion passed to adopt Ordinance 26-007
