Perry County Commission meeting minutes released

PERRYVILLE – The minutes of the Thursday, September 18 meeting of the Perry County Commission have been released.

 

PERRY COUNTY COMMISSION MINUTES

Thursday, September 18, 2025

 

Now on the 18th day of September, the Perry County Commission met with Presiding Commissioner Mike Sauer, 1 st Commissioner Jay Wengert District (absent), 2 nd District Commissioner Keith A. Hoehn, County Clerk Jared Kutz present.

 

Prior Minutes

 

Commissioner Hoehn motioned to approve the Commission open and executive session minutes dated September 15, 2025. Commissioner Sauer seconded the motion, and the motion passes by vote: Commissioner Sauer (yes), Commissioner Wengert (absent), Commissioner Hoehn (yes)

 

Accounts Payable, Warrant/Checks

 

Now at this time the Commission inquires to the various accounts administratively presented for payment as follows: General Revenue Fund $15,203.95; Road & Bridge Fund $1,637.62; Landfill Fund $12,060.77; Assessment Fund $4,517.67; Road & Bridge Sales Tax Fund $4,515.00; Local Park Sales Tax Fund $8,029.03; Law Enforcement Sales Tax Fund $269.50; Joint Justice Center Sales Tax Fund $14,621.89.

 

The Commission found these to be just charges against the County on September 18, 2025, and payable out of various funds, in the amount of $60,855.43.

 

County Payroll Report

 

Now at this time Treasurer Schemel requests approval and authorization for county payroll disbursement for September 19, 2025, in the amount of $120,914.80 for the work period covering August 30, 2025, through September 12, 2025.

 

Solid Waste Report

 

Now at this time comes Solid Waste Manager Sheila Jett who reports on the activities of the department.

 

Jett advised she had emailed a tonnage fee report from the prior month to the Commission and reported the new building is painted and being prepped for installation. The building will be moved on October 3, 2025 at which time it will be set up and prepped to open the following Monday October 6, 2025.

 

Jett advised and requested the consideration of the Solid Waste Committee to have folks with loads, rather than pay a penalty for not covering or securing the load, to have them pay a flat fee and if the load is properly secured, they receive a refund. The Proposal was for a flat minimum $40 fee and if they are properly secured the customer receives a $20 discount. Neighboring transfer stations minimum fees range from $85 to $105 dollars. The reason for the request is due to the verbal abuse employees receive when a non-secured load fee is given. Jett advised approximately 50% of loads currently come in unsecured. After due consideration, no action was taken and the Commission advised the matter should be considered at the next Solid Waste Committee meeting.

 

The Commission took up consideration of folks dumping non-recyclable items, or trash, at the recycling center and how to educate or curb folks for not properly using the facility. Commissioner Sauer inquired if there is video evidence of a person dumping trash at the recycling center, can the person be sent an invoice for the cost of dumping the trash at the transfer station. Further, Commissioner Sauer advised Jett County social media pages should not be used to address the facility misuse and moving forward all social media post should be run through the County PIO and the Commission.

 

Jett advised the new tires, for the Transfer Station loader, will be delivered next week and moved to the Recycling Center loader.

 

Clerk’s Report

 

Now at this time, the Commission meets with Clerk Jared Kutz who discusses work the clerk’s office has done on the Commission’s behalf. Kutz reported tax levy’s have been certified for all political subdivisions of the county and turned over the to County Collector to prepare for the collection of 2025 property taxes.

 

City of Perryville Easement Request

 

Now at this time Kutz presents the Commission with a request from the City of Perryville to modify an easement at the County Legion Lake Property to allow space to upgrade the generator at the municipal lift station located on park property.

 

After due consideration the Commission ordered Kutz to alert the City to proceed as requested and draw up the easement documentation for consideration and approval. Adjourn

 

With there being no further business, Commissioner Sauer motioned to adjourn the meeting until Monday, September 22, 2025. Commissioner Hoehn seconded the motion, and the motion passed unanimously.
