JEFFERSON CITY, Mo. – State Representative Wick Thomas has introduced House Concurrent Resolution 2 (HCR2) during the 103rd General Assembly, 2nd Extraordinary Session.
HCR2 proposes a “Redistricting Treaty” to address gerrymandering and prevent election manipulation in Missouri.
The resolution seeks to prevent premature redrawing of district lines, establish fair and transparent redistricting processes, and prioritize community cohesion over partisan advantage.
“Under the current proposed map, my neighborhood in the heart of Kansas City would be in the same congressional district as Hannibal, MO, on the Illinois border,” said Thomas, D-Kansas City. “That does a disservice to both urban and rural communities across the state. This treaty would ensure that neither Republicans nor Democrats can redraw congressional lines early to gain a partisan advantage. We must stop this insanity.”
This resolution, detailed in HCR2, comes in response to the 2nd Extraordinary Session called by Governor Kehoe to focus on congressional redistricting.
Rep. Wick Thomas, a Democrat, represents part of Jackson County, (District 19) in the Missouri House of Representatives.
Rep. Thomas was elected in November 2024.
