Legislation would expand jail visitation and strengthen oversight of Missouri Detention Centers

JEFFERSON CITY, Mo. – Missouri State Representative Jeremy Dean (D–Springfield) has filed House Bill 3270 to strengthen transparency, visitation access, and oversight at detention centers across the state of Missouri.

 

The bill establishes more consistent visitation and oversight standards for all detention centers in Missouri. It also addresses a gap in current law by setting visitation provisions for county and municipal jails, which is not presently governed by state statute.

 

“This legislation is about clarity, consistency, and accountability,” said Rep. Dean. “Missouri law should clearly define how detention facilities operate, regardless of who runs them or where they are located. Establishing uniform standards helps ensure facilities are operating lawfully and transparently across the state.”

 

By expanding authorized access for approved visitors and oversight entities, the legislation strengthens transparency and reinforces accountability while maintaining the safe and orderly operation of detention facilities.

 

Rep. Dean emphasized that the bill does not interfere with lawful law enforcement activities or facility operations but instead provides a clear statutory framework to guide visitation and oversight practices.

 

The filing comes at a time of increased public scrutiny of detention centers nationwide, including concerns related to cooperation between local facilities and federal law enforcement agencies.

 

Rep. Dean emphasized that regardless of outside partnerships or enforcement priorities, Missouri has a responsibility to ensure its detention centers are subject to meaningful oversight and public accountability.

 

“When state authority is exercised, there must be clear rules and meaningful oversight,” Dean said. “This bill fills existing gaps in law and promotes responsible governance that benefits detainees, staff, families, and the public.”

 

The legislation has been filed and will be considered during the current legislative session
