SPRINGFIELD – The Illinois Municipal League (IML) issued the following statement after the Illinois General Assembly approved SB 3484 (Sen. Villivalam, D-Chicago), legislation establishing a clear and enforceable framework for emerging micromobility devices, including electric bicycles and scooters:
“This legislation will improve public safety by providing municipalities across Illinois with the tools needed to regulate electric bicycles and scooters, which have grown in popularity in recent years,” said IML Chief Executive Officer Brad Cole. “Under this proposal, high-speed devices will be subject to statewide safety requirements, including licensing, registration and insurance.
The legislation also establishes clear rules regarding where these devices may operate, limiting risks on neighborhood streets, sidewalks and roads. We appreciate the leadership of Illinois Secretary of State Alexi Giannoulias on this initiative and his collaboration with local officials. We thank lawmakers for their support and look forward to this framework becoming law.”
