IARF applauds FY 2027 budget investment in disability services workforce and community supports

SPRINGFIELD – The Illinois Association of Rehabilitation Facilities (IARF), representing community providers serving Illinoisans with intellectual and developmental disabilities (I/DD) and serious mental illnesses, today issued the following statement regarding the FY 2027 state budget approved by the General Assembly and sent to Governor JB Pritzker:

“We thank Governor Pritzker and members of the Illinois General Assembly for their continued commitment to individuals with intellectual and developmental disabilities and serious mental illnesses, as well as the dedicated Direct Support Professionals, frontline staff, and community organizations that support them every day.

“At a time when Illinois faces significant fiscal pressures and competing budget priorities, the FY 2027 budget reflects a recognition that stability and investment in community-based services remain essential. We are particularly grateful that lawmakers included both a 60-cent-per-hour wage increase for Direct Support Professionals and the zero-hour staffing model that IARF supported in the Governor’s introduced budget. The increased investment in the Illinois Behavioral Health Care Loan Repayment program is a testament to the efficacy of this workforce development tool.  These investments will help providers continue addressing workforce challenges while strengthening services for individuals who rely on community-based supports.

“Across Illinois, providers continue to navigate staffing challenges, rising operational costs, transportation expenses, and increasing demand for services. The workforce investments included in this budget will help organizations recruit and retain the caring professionals who make community living possible for thousands of Illinoisans with disabilities.

“We are especially appreciative of the partnership demonstrated by Governor Pritzker, the Department of Human Services, legislative leaders, and members of both parties who have worked collaboratively to advance the long-term stability of Illinois’ developmental disabilities service system. Their support sends an important message to individuals receiving services, their families, and the professionals who support them that Illinois remains committed to community-based care.

“While important work remains to fully address the growing needs of the disability services system, this budget represents meaningful progress and provides a strong foundation for the future. We look forward to Governor Pritzker signing the FY 2027 budget and continuing our work together to ensure Illinois remains a national leader in supporting individuals with disabilities and the organizations that serve them.”
