Board of Aldermen Meeting

Thursday, November 9th, 2023

6:00 p.m.

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carlton Wyatt on Thursday, November 9th, 2023 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Brenda Thompson Alderman Kathy Bergmann, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Brenda Thompson seconded the motion. Alderman Kathy Bergmann, Alderman Brenda Thompson, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Kathy Bergmann seconded the motion. Alderman Kathy Bergmann, Alderman Brenda Thompson, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

  1. Public Forum: Nobody raised their hand to be recognized to speak.

NEW BUSINESS

 

7 ​BILL NO. 994 – AN ORDINANCE CALLING FOR A GENERAL ELECTION IN THE CITY OF ST. MARY, MISSOURI: SETTING THE DATE OF ELECTION; OFFICIALS TO BE ELECTED AND THE LOCATION OF THE ELECTION.

Alderman Annette Hacker made a motion for a first reading of bill no. 994 by heading only. Alderman Brenda Thompson seconded the motion. Roll Call Vote: Alderman Kathy Bergmann (aye), Alderman Brenda Thompson (aye), Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker (aye). City Clerk April Grindstaff read bill 994 for a first reading by heading only.

Alderman Annette Hacker made a motion for a second reading of bill 994. Alderman Kathy Bergmann seconded the motion. City Clerk April Grindstaff read bill 994 for a second reading by heading only.

Alderman Annette Hacker made a motion for passage of bill no. 994. Alderman Kathy Bermann seconded the motion. Roll Call Vote: Alderman Brenda Thompson (aye), Alderman Kathy Bermann (aye), Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker (aye). Motion passed. Bill adopted.

 

  1. Department Reports:

 

  1. Emergency Management – Director April Grindstaff had nothing to report.

 

  1. Police Department – Police Chief Brendon Corbett reported that everything is going well. He also stated that he is happy with the ordinance compliance from the town. He also stated that the citizens need to keep their pets in their yards on a leash. He has had several people complain      about the dogs running loose.

 

  1. Fire Department – Alderman Kathy Bergmann gave the floor to Fire Chief Frankie Ullman who reported they had 8 calls. 1 brush fire, 4 medic calls,1 electrical, 1 motor accident and 1    mutual aid for Bloomsdale. Thanks to Danny Lankford for helping out. Had to fix the rear dual    tire on truck 42. Thanks to Danny Lankford for helping out. He would also like to thank Glen Morgan for paying for the fuel for one of the fire vehicles. The fire department is going smooth.         He also stated that one of the past firemen came back to the department since they got released          by the doctor.

 

  1. Street Department – Alderman Dr. Zenon Duda (absent). Frankie Ullman stated that all the pot holes have been filled. If you see any pot holes that need to be filled in, please let us know.

 

  1. Water / Wastewater Department – Alderman Annette Hacker gave the floor to Frankie Ullman who reported that the water samples have been good. Water usage has been around 25,000 gallons a day. The permit for the sewer plant usage has been filled out and sent in. We             had to replace the belts on the blower. He also stated that the UV room has been shut down for      the winter. We have 3 grinders with major issues. Hopefully we can get them fixed as soon as   possible.

 

  1. Park / Cemetery / Animal Control – Alderman Brenda Thompson reported that we have finalized the committee list for the park. She also stated that Police Chief Brendon Corbett that    we need to keep the animals on a leash if they are outside. As far as the cemetery goes, she had          no concerns.

 

  1. Citizens Participation – There was nothing to report.

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:20 p.m. Alderman Kathy Bergmann seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
