- Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Wednesday, November 10th, 2021 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
- Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
- Roll Call: Aldermen answering the roll call were Alderman Karl Schultz, Alderman Dr Zen Duda and Alderman Annette Hacker. Alderman Ron Barnett (absent).
- Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Karl Schultz seconded the motion. Alderman Karl Schultz, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
- Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Karl Schultz seconded the motion. Alderman Karl Schultz, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
- Public Hearing: Nobody showed up.

- 7. BILL NO. 984 – AN ORDINANCE CALLING FOR A GENERAL ELECTION IN THE CITY OF MARY, MISSOURI: SETTING THE DATE OF ELECTION; OFFICIALS TO BE ELECTED AND THE LOCATION OF THE ELECTION.
Alderman Annette Hacker made a motion for a first reading of bill 984 by heading only. Alderman Karl Schultz seconded the motion. Roll Call Vote: Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye). City Clerk David Woods read bill 984 for a first reading by heading only.

- BILL NO. 985 – AN ORDINANCE SETTING BASIC RATES IN THE CITY OF ST. MARY, MISSOURI FOR WASTEWATER SERVICE FROM THE CITY WASTEWATER SYSTEM TO BE KNOWN AS THE WASTEWATER RATE SCHEDULE ORDINANCE.

- 79.130 RSMo. …No ordinance shall be passed except by bill, and no bill shall become an ordinance unless on its final passage a majority of the members elected to the board of aldermen shall vote for it, and the yeas and nays be entered on the journal.
- Department Reports:
- Emergency Management: Director David Woods gave the floor to Fire Chief Frankie Ullman who reported on the tornado on October 24th. He said there were no injuries but a family was trapped in their basement. There is much to clean up. SEMA held a MARC (Multi Agency Resource Center) at the local church. He then thanked the following: Brother Ed Carter, Brother Adams and Brother Brooks of Trinity Baptist Church, The Catholic Church who opened as a shelter, Perry And Cape Girardeau Road & Bridges departments, Garry Nelson and Jay Wingert, electrician Bruce Terry, Missouri Highway Patrol, Ozora, Zell and Perry fire departments, St Francois County mobile dispatch, the City of Ste Genevieve. Alliance, Felix Meyer, Hank Volker, the Red Cross, St Vincent de Paul, Bank of Missouri, Cape Girardeau Chick O Fillet, Kendall Schrum, Marian Cliff (for oxygen), County Do It (for tarps) and the city workers.
Mayor Carl Wyatt thanked Representative Dale Wright and the Chamber of Commerce.
- Police Department – The Honorable Mayor Carl Wyatt gave the floor to Police Chief Adam Bequette whose report mirrored that of Chief Ullman.
- Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported there were two vehicle fires, three residential structure fires, one medical assist, one rescue call and two motor vehicle accidents. 7842 will be taken to a mechanic to install a dryer so it is covered by a warranty. He also thanked his firefighters for their response to the tornado.
- Street Department – City Worker Cody Myers reported he needs to get the truck into Perryville Muffler to get ready for winter. He also stated there is a lot of clean up from the tornado.
- Water / Wastewater Department – Alderman Karl Schultz reported the city workers are winterizing the plant.
- Park / Cemetery / Animal Control – Alderman Dr. Zen Duda gave the floor to Chief Bequette who reported Deputy Barton has got some loose dogs and they are being held at the county kennel. He is still trying to catch more that are running loose.
- Citizens Participation – Nobody raised their hand to speak.
- Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:41 p.m. Alderman Dr. Zen Duda seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
