- Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carlton Wyatt on Thursday, May 11th, 2023 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
- Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
- Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Dr. Zen Duda and Alderman Annette Hacker.
- Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Dr. Zen Duda seconded the motion. Alderman Ron Barnett, Alderman Annette Hacker and Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.
- Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Annette Hacker and Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.
- Public Forum: Nobody signed up to speak.
- Unfinished Business: Mayor Carlton Wyatt stated without the people being here there was no need to talk about it but he has talked to them about it.
- BILL NO. 991- ORDINANCE STATING THAT WHEN YOUR WATER METER HAS BEEN SHUT OFF AND LOCKED FOR MORE THAN 10 DAYS THEN YOUR GRINDER WILL BE LOCKED ALSO.
Alderman Annette Hacker made a motion for a first reading of bill 991 by heading only. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye). City Clerk April Grindstaff read bill 991 for a first reading by heading only.
Alderman Annette Hacker made a motion for a second reading of bill 991 by heading only. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye), and Alderman Annette Hacker (aye). City Clerk April Grindstaff read bill 991 for a second reading by heading only.
Alderman Annette Hacker made a motion to adopt of bill 991. Alderman Ron Barnette seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye). Motion passed. Bill adopted.
- Department Reports:
- Emergency Management – Emergency Management Director April Grindstaff had nothing to report.
- Police Department – Police Chief Brendon Corbett was absent for this meeting.
- Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Frankie stated that they had 7 fire calls, 5 which were medic calls, 1 which was a mutual aide call and 1 which was removing hazard out of roadway. The Barbeque went great. They did sell out of everything. Half of the 50/50 drawing for $74.00 was won by Jody Odem. They still have tickets for the Smoker Grill Raffle donated from Home Depot. They are going to be drawing the lucky winner on the 22nd of May at their monthly Meeting. He also stated that they replaced the hot water heater and a faucet. They put in a 20-gallon water heater. Fire Chief Frankie Ullman stated that there was an anonymous person purchased the hot water heater and that they greatly appreciate that person for buying it.
- Street Department – Alderman Ron Barnett reported that things are getting rolling to fix the street down by the park. City Clerk April Grindstaff stated that she got a call about a concern with the street. The street is still solid and safe to drive on but they don’t want a whole lot of people driving on it yet. We should have it fixed within the next few weeks. The ditch and streets are slowly getting cleaned up.
- Water / Wastewater Department –Frankie Ullman who reported Bac-T reports are good. The injector for the chlorinator for the water towers was having issues the that has been fixed. We need to figure out when our next water tower inspection is due. Next month they will be doing a clean out and flushing out the dead in water lines outs and overflow tower to pull back in fresh water. At the sewer plant we had to replace 6 UV bulbs and crystals went out. We are needing to replace a ballast for a set of the UV bulbs. Frankie stated that he needed to get 2 new fire hoses for the sewer plant because one of them has a blew out on him and now he does not have enough hose to reach the areas he needs to reach. He also replaced contactor and starter relay on one grinder, and fixed another grinder that material in it that was not suppose to be in there. He has had to replace a discharge line on 6th street.
- Park / Cemetery / Animal Control – Alderman Dr. Zen Duda had nothing to report.
- Citizens Participation – Robin Dillinger she lives on Mulberry Street. She stated that there are dogs that running around town. They also have been in her yard. She has been hearing brakes squealing and horns blowing out in front of her house. She also stated that the dogs are going to cause an accident. She called animal patrol but he just took the dogs back over to the owner and left. Mayor Carlton Wyatt stated we need to get this dog situation under control. We do have an ordinance that states if your dog is outside then it has to be on a leash. Alderman Dr. Zenon Duda is going to get with Deputy Barton to work out a plan to stop this situation.
- Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:22 p.m. Alderman Dr. Zen Duda seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
