Thursday, July 14th, 2022
6:00 PM

1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, July 14th, 2022 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

2. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

3. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda and Alderman Annette Hacker.

4. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

5. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

6. Public Forum: Nobody signed up to speak.

7. BILL NO. 987 – AN ORDINANCE PROHIBITING SMOKING IN CITY OWNED BUILDINGS AND VEHICLES.

Alderman Annette Hacker made a motion for a first reading of bill 987 by heading only. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye). City Clerk David Woods read bill 987 for a first reading by heading only.

Alderman Annette Hacker made a motion for a second reading of bill 987. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye). City Clerk David Woods read bill 987 for a second reading by heading only.

Alderman Annette Hacker made a motion for passage of bill 987. Alderman Karl Schultz seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye). Motion passed. Bill adopted.

8. RESOLUTION TO APPLY FOR GRANT FUNDS FOR WASTEWATER PROJECT

9. RESOLUTION TO APPLY FOR GRANT FUNDS FOR WATER PROJECT

Mayor Wyatt explained we scheduled a meeting for 7/12/22 to address these resolutions and only got two aldermen in attendance. He declared it an emergency situation due to the fact that these grants have a close out date of 7/14/22. These grants take advantage of the American Rescue Plan Act funds and are a once in a lifetime opportunity to get projects done with a minimal match. The two aldermen missing were called and voted yea to approve this as well as the two aldermen present.

10. Department Reports:

a. Emergency Management – Director David Woods reported FEMA has closed out DR 4451 after making several final payments.

b. Police Department – The Honorable Mayor Carl Wyatt gave the floor to Police Chief Brendon Corbett who reported there were 85 calls. Several were traffic stops and he wrote five tickets today alone. Corbett also reported there was a harassment investigation. He will be present on July 21st for the large event. Corbett also renewed his request to purchase a printer that will print out traffic tickets and discussed the benefits of efficiency and safety.

c. Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported there were eight calls. Four calls were mutual aid, two were medical, one power line down and one LZ (Landing Zone for helicopter). He was approved to purchase new radios for the department from the Community Foundation Grant and also the Community Services Forum. Ullman also discussed having the tanker truck repaired by SEMO Tank.

d. Street Department – Alderman Ron Barnett reported that the city needs to get some cold patch and volunteered to get some if it is available when he is off work.

e. Water / Wastewater Department – Alderman Karl Schultz reported that Michael Rosenzweig no longer works for the city. He praised Frankie Ullman for stepping up to fill some of the duties. He gave the floor to Frankie Ullman who reported the Bac-T results were good, he fixed a water leak on 3rd Street an also fixed a chlorinator injector. The water tower on Highway 61 was inspected and needs some work. There were four call outs for grinder pump repairs. The city paid to have the mixed liquor hauled off so a long overdue repair could be completed at the sewage treatment plant.

f. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda had nothing to report.

g. Citizens Participation – The residents at 443 3rd Street apologized for putting a shed on their property without calling Dig Rite or getting a building permit and the location of it was in violation of our 10’ property set back ordinance. They have moved the shed beyond the 10’ set back and purchased the building permit. Alderman Dr. Zen Duda is a neighbor and complimented them on their property maintenance.

11. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:20 p.m. Alderman Karl Schultz seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
