  1. CALL TO ORDER

 

The City Council of Chester, Illinois, met in regular session on Monday, March 21, 2022, in the Municipal Building, 1330 Swanwick Street.  Mayor Page called the meeting to order at 6:00 p.m.

READING OF MINUTES OF PREVIOUS MEETING

 

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk.  Alderman Dudenbostel seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Buckham, Hill, Rader, Platt, Maes, Allison, Homan, Dudenbostel.  Nays:  None.  Absent:  None.  Motion carried.

REPORTS

 

                City Clerk:

 

The city clerk presented two applications for raffle license for the Chester Community Golf Club.  Alderman Platt moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers.  Alderman Homan seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Buckham, Rader, Homan, Platt, Maes, Allison, Dudenbostel, Hill.  Nays:  None.  Absent:  None.  Motion carried.

 

 

COMMITTEE REPORTS

 

Cemetery & Finance Committee (Chairman Platt):

 

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment.  Chairman Platt moved to approve payment of bills, subject to audit.  Alderman Rader seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Allison, Hill, Homan Dudenbostel, Maes, Buckham, Platt, Rader.  Nays:  None.  Absent:  None.  Motion carried.

 

PUBLIC COMMENT

           

OLD BUSINESS

 

Park & Recreation Strategic Plan:

 

Alderman Maes presented the Park Board’s Strategic Plan for the city parks.  Alderman Maes noted this is a blueprint for the city parks and will be beneficial for grant applications.  Alderman Allison inquired about the removal of the pool vessel.  Alderman Maes advised a source of revenue needs to be identified for the project before soliciting bids from a contractor.  Alderman Platt moved to pass the Park Board’s Strategic Plan for the parks.  Alderman Dudenbostel seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Allison, Dudenbostel, Maes, Buckham, Platt, Hill, Homan, Rader.  Nays:  None.  Absent: None.  Motion carried.

 

Alderman Maes recognized Patti Carter and the Chester Park Board for all of their hard work establishing the strategic plan for the parks. 

 

NEW BUSINESS

 

Sewer Plant Aeration Tank:

 

Sewer Superintendent Marty Reynolds presented a quote from Schreiber for parts and installation of an aeration tank at the sewer plant for $93,630.00.  Alderman Hill’s motion was seconded by Alderman Dudenbostel.  UPON ROLL CALL:  Ayes:  Aldermen Allison, Platt, Maes, Homan, Hill, Dudenbostel, Buckham, Rader.  Nays:  None.  Absent:  None.  Motion carried.

 

Tree Removal – Gas Department:

 

Alderman Jeremy Homan advised the trees are a hazard to the regulator stations and need to be removed.  Alderman Platt voiced concern with the erosion on the property.  Alderman Maes moved to waive formal competitive bidding and approve the bid from AmArbor Services, Inc. for $9,000.00.  Alderman Homan seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Allison, Platt, Maes, Hill, Homan Dudenbostel, Buckham, Rader.  Nays:  None.  Absent:  None.  Motion carried.

 

Water Plant Improvements – Phase 1:

 

Alderman Maes moved to formally award Water Plant Improvements – Phase 1 to Korte & Luitjohan Contractors, Inc.  Alderman Dudenbostel seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Allison, Maes, Rader, Hill, Homan, Dudenbostel, Buckham, Platt.  Nays:  None.  Absent:  None.  Motion carried.

 

 

ADJOURNMENT

 

At 6:13 p.m., Alderman Maes moved to adjourn the meeting.  Alderman Dudenbostel seconded the motion.  VOTE:  Ayes:  Aldermen Platt, Hill, Homan, Rader, Dudenbostel, Maes, Allison, Buckham.  Nays:  None.  Absent:  None.  Motion carried.
