their annual Shop-with-a-Hero fundraiser at the intersection of Perryville Boulevard
and St. Joseph Street.
END OF CONSENT AGENDA
15. Discussion of business saturation.
Staff have learned that other cities have limited the saturation of vape shops by
placing distance requirements between vendors (e.g. 1,000 feet). This seems a
3
logical approach to prevent oversaturation, and staff would like to visit with the
Board for their direction on the matter.
16. Resolution 2026-57 – Entering into an agreement with Lappe Cement Finishing, Inc.,
relative to the 2026 Street Improvements project – $1,057,851.12. (copy)
This project includes sections of Shelby Street, North Street, Cedar Street, South
Parkview Drive, and the Star Street/Hwy 51 intersection. The design for this project
was completed last fiscal year; however, the construction was postponed until this
fiscal year to allow the City to secure funding for the Alma Ave. Roundabout Project.
17. Resolution 2026-58 – Authorizing the City of Perryville to apply for federal assistance from
the Land and Water Conservation Fund for the construction of a football field. (copy)
This project was previously requested by the Board of Aldermen, but this will make
that direction official. In short, it would relocate the current PYF field along Huber
Road to the lower soccer field behind Field #9, finally providing a full 100 yard
football field for the community’s youth teams. Part of this project will either
include the relocation or reconstruction of the t-ball fields.
18. Resolution 2026-59 – Entering into a development agreement with Hayden Property
Holdings relative to a structural improvement grant at 301 North Main Street. – $40,000.
(copy)
This structural improvement project at 301 N Main St. by Hayden Property Holdings
will remodel the old Perryville Auto building and, in the process, create the new
home for Hayden Creative. The recommended grant award is $40,000 which
amounts to approximately 25% of the total project.
19. Resolution 2026-60 – Entering into a development agreement with Reinvest SEMO, LLC,
relative to a facade improvement grant at 19 – 25 South Jackson Street. – $10,000. (copy)
This façade improvement project for 19-25 S Jackson Street (currently home to the
East Missouri Action Agency) by Reinvest SEMO, LLC will resurface awing, gutters,
windows, doors, and paint/repair stone façade for the maximum grant award of
$10,000.
20. Resolution 2026-61 – Entering into an agreement with Garland / DBS, Inc., relative to the
Perry Park Center Metal Roof Projects. (copy)
This project has often been discussed as part of the City’s tornado recovery and
documents the Board’s approval of the “super roof” to replace the tornado damaged
natatorium roof at the Perry Park Center. This roof represents a partnership with
FEMA and is meant to help mitigate future disasters by using better, stronger
material. This proprietary roof from Garland will provide the City with a 40-year
warranty (covering full replacement) along with 4-inch ISO insulation (i.e. rigid foam
board). It is estimated the city will be responsible for roughly 10-12% of the final
costs of nearly $1.4 million. This project is still undergoing FEMA/SEMA review and
obligation.
21. Bill No. 6698 for Ordinance 6910 – Approving Pay Plan 2027-28. – second reading and final
passage. (copy enclosed – may be read by title only)

Aldermen.

22. Bill No. 6699 for Ordinance 6911 – Amending Chapter 17 Appendix A: Zoning Fee Schedule
of the Perryville Municipal Code. – second reading and final passage. (copy enclosed – may
be read by title only)
These minor changes will update the fees associated with a manufactured home
park (i.e. trailer park) because those are now covered under Title 5 and add the $100
application fee for a Planning Development District which was somewhat omitted
when the plan was originally adopted.
23. Bill No. 6700 for Expedite Ordinance 6912 – Approving final plat of Dollar General Store
#31971 – first and second readings and final passage. (copy enclosed may be read by
title only)
This project would subdivide the old Bailey Stave Mill property, allowing for the
construction of a new Dollar General Store. P&Z Commission recommended
approval of the project provided that a revised plat is submitted showing the sewer
line easement. Staff expects the revised plat on Tuesday, prior to the meeting.
24. Bill No. 6701 for Ordinance – Accepting annexation from Hagan Properties, LLC – first
reading. (copy enclosed may be read by title only)
This property is along North Kingshighway and located in the county, but adjacent
to the city limits. Similar to other nearby homes, the sewer infrastructure is
substandard (even nonexistent) but very close to the City’s forced main.
Previously, the Board authorized staff to waive connection fees in order to
encourage homes in this area to hook up to the City’s sewer. This particular home
is exciting as staff have worked for several years to encourage its annexation and
sewer connection and, once done, the news will be shared with, and celebrated by,
the Perry County Karst Water Quality Committee (i.e. Grotto Sculpin team). NOTE:
Included in the Board’s information is a legal review of the matter completed by
City Attorney Pistorio. In short, there is no legal reason the Board cannot proceed
with this annexation.
25. Bill No. 6702 for Ordinance – Amending Title 10, Chapter 10.36 of the Perryville Municipal
Code relative to electric scooters – first reading. (copy enclosed may be read by title only)
This matter was identified both by members of the community and the Police
Department as something needing clarification. The proliferation of electric
scooters meant that the City needed to provide direction as to how they would be
handled. Presented here is a plan to treat electric scooters as “class 2” electric
bicycles.
26. Bill No. 6703 for Ordinance – Amending Title 10, Chapter 10.20, Section 10.20.020 of the
Perryville Municipal Code relative to the Prohibited Parking Schedule (State Street). – first
reading. (copy enclosed may be read by title only)
This codifies the Board’s direction to limit parking in the vicinity of State Street and
Rolla Street.
27. Bill No. 6704 for Ordinance – Amending Title 10, Chapter 10.12, Section 10.12.370 of the
Perryville Municipal Code relative to the Crosswalk Schedule (State Street near Rolla
Street) – first reading. (copy enclosed may be read by title only)
This will authorize the installation of a cross walk on State Street near its
intersection with Rolla Street.
