STE. GENEVIEVE — The city of Ste. Genevieve has announced the rersult of its survey of city residents on having a single trash hauler serve all residents rather than the current system of each resident contracting with a waste hauler to serve their residence.
The results of the survey indicate that by 77-23 percent margin the city’s residents would like to have single trash hauler for the entire city, if the residential trash service bills were $27 per month or less.
However they were split on the importance of having recycling picked up at no additional cost.They would like to have recycling picked up at no additional cost; 38 percent said very important, 34 percent said somewhat important and 28 percent said no importance.
Most residents surveyed indicated they would like to have a biannual large item pick up at no extra charge: 74 percent said yes, 11 percent said no and 15 percent were unsure.
A majority of those responding to the survey, 56 percent, want the fee for trash collection included in the city’s water and sewer bills they are receiving now while 24 percent said no and 20 percent were unsure.
The final question asked if the resident prefers one trash hauler for the entire city. 74 percent said ‘yes’, while 26 percent said ‘no’.
The survey came about after city officials conducted a preliminary poll of a 25 city residents.
The Solid Waste Services committee met in May and asked staff to gather some
information from local citizens and haulers on the possibility of contracting with a single
hauler for city residential trash services. After speaking with 25 citizens within the city
limits, their monthly trash services bill ranged from $25 to $66.
The next step:
If the board would like to continue the process, a resolution would be brought to the next
meeting to direct staff to send notices to haulers to begin the 2-year process – this does
NOT commit the city to selecting a single hauler. It allows the city to develop an RFP and
solicit proposals over the next 2 years.
Steps to pursue an exclusive residential trash hauler for the city.
- Confirm legal authority – COMPLETE
- Board Resolution to begin research process and deliver 2-year notice to all local haulers.
This does not commit the City to a single hauler.
- Gather more information from citizens, haulers, and staff. Develop an RFP to be put out
to haulers. Work with Solid Waste Contract Committee to establish specs for the RFP –
discounts, other services, standards, etc.
- Post RFP – follow local and state procurement rules.
- Solid Waste Committee examines proposals and decides on recommendations to the
Board. At this time, the committee can recommend to pursue the contract or not. And
ultimately the entire board will vote on the contract.
- If Board decides to accept a contract, adopt ordinances authorizing exclusive service
