MONDAY, MAY 11, 2026
11TH Day of the April Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry Deputy County Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, MAY 7, 2026 ARE SCHEDULED TO BE READ AT THE NEXT REGULARLY SCHEDULED MEETING TO BE HELD ON MAY 14, 2026.
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s meeting. Following were the items reported:
*Mr. Schmieder noted ‘issue’ with ‘Boom Mower’. Bolt broke off of ‘frame’; Representative from ‘vendor’ has been contacted.
*Mr. Schmieder noted that R&B Department focusing on ‘Potholes’ and necessary repairs to the same.
*Work being done on ‘Tar Pot’; Mr. Schmieder is waiting to order ‘oil’; Mr. Schmieder noted there is no reason to order ‘oil’ until said ‘equipment’ is repaired.
*The Commission will inspect ‘County Roads’ on Thursday Afternoon along with Mr. Scott Schmeider R&B Foreman. Mr. Schmieder requested ‘inspection’ so that ‘evaluation’ of need necessary repairs can be addressed.
Mowing @ Community Center going well.
Question was posed surrounding SB190 Applications for persons that are ‘Homebound’. Commission working with ‘Elected Officials’ to address the same.
‘Coupler’ on ‘Baler’ @ Recycling Center is not currently in working condition. Due to the same, completed on Friday, Center’ will have to be temporarily closed. It is expected that ‘repairs’ to be completed on Friday, May, 15 2026.
Sealed ‘Bid Opening’ was held @ 10:00 A.M. for ‘Request for Proposal’ for Professional Grant Administration Services. There were (2) Proposals presented. Following were ‘details’ regarding the same:
*The (2) Bids received were presented by: Jonsie, LLC as well as SEMO RPC. Additional review/credential check to be completed prior to any final decisions being made. As additional available, said detail to be provided.
A ‘Motion’ was made by Commissioner Marberry to enter into ‘Closed Session’ Meeting at 10:30 a.m. – pursuant to RSMo 610.021(2) – as it relates to ‘Contracts’. A ‘Motion’ was made by Commissioner Ford to ‘Exit’ the ‘Closed Session’ Meeting at 11:53 A.M. – pursuant to RSMo 610.021((2) – as it relates to ‘Contracts’. Sue Wolk, County Clerk, appeared before the Commission; she advised that ‘Audit’ is in process of being ‘Closed Out’. She advised the Commission of ‘What she feels Reporting’ will show. However, final details will be provided as this information becomes available.
*Mrs. Wolk advised the ‘Commission’ that in 2024, there was an error made as it relates to ‘Sales Tax Rollback’. Percentage was 0.2793 and should have been 0.2537. Correction noted; will be corrected.
*Sunshine Policy – Discussed.
*Electronic Communications Policy – Addressed.
Accounts Payable for Date 5/11/2026 in the amount of $54,281.75 were reviewed and approved for payment by the Commission.

12th Day of the April Term. The Commission Met Pursuant to Adjournment. Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.

Mr. Felix Meyer, Emergency Management Director, appeared before the Commission and noted that Ste. Genevieve County will be going ‘LIVE’ on Wednesday, May 20th, with recently updated services to ‘enhance’ 911; I.E. Radios, New Antennas, etc.
Mr. Scott Schmieder, R&B Supervisor, appeared before the Commission to provide report for today’s meeting. Following were the items reported:
*Mr. Schmieder noted that the R&B Department performing ‘Routine Maintenance’.
Community Center Update Provided:
*Pump not functioning @ Waterpark. Pump was ‘frozen’; in addition, it appears to have failed VFD. Equipment being worked on by (2) separate companies: ‘Equipment Pro’ as well as ‘Premium Mechanical’.
*Preventive Maintenance reviewed/discussed @ ‘Waterpark’.

Sealed Bid Opening held @ 10:00 A.M. for “FOOD SERVICES CONTRACT” for Ste. Genevieve County Sheriff’s Department. Two (2) Bids were received. Those present for ‘Bid Opening’ in addition to the Commission were as follows: Sheriff Gary Stolzer, Major Jason Schott, and Jacque Woosley, Regional Sales Director for ‘Trinity Services Group’. The (2) Companies providing ‘Sealed Bids’ were ‘SUMMIT’ and ‘TRINITY SERVICES GROUP’. Extensive review will be completed surrounding these (2) Bids in effort to make sure that all requested detail included in both ‘Bids’. In addition, the ‘substantia! Proposal Documentation’ will need to be reviewed prior to a ‘Final Decision’ being made. The ‘goal’ is to make ‘Bid Award’ @ Monday’s Commission Meeting.
The ‘City’ of Ste. Genevieve is in the process of applying to become a federally designated ‘Opportunity Zone (2.0)’. With this being said, a ‘Letter of Support’ requested from the Ste. Genevieve County Commission regarding the same. ‘Letter of Support’ initiated by the Commission to Missouri Department of Economic Development. (Copy of ‘referenced letter’ attached to Commission Record Supplement for this Date.)

Local resident that resides on Salem School Road reached out to ‘Commission’ to report that he felt said road needed to be ‘Graded’. It was noted that Commission would consult with Mr. Scott Schmieder, R&B Foreman, regarding the same.
Accounts Payable for Date 5/14/2026 in the amount of $135,241.25 were reviewed and approved for payment by the Commission.
