Ste. Genevieve County Commission meeting minutes released

STE. GENEVIEVE – The minutes of the Monday, March 16, 2026 meeting of the Ste. Genevieve County Commission have been released.

 

MONDAY, MARCH 16, 2026 18TH Day of the January Term.

 

The Commission Met Pursuant to Adjournment.

 

Present were Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry along with Deputy County Clerk, Michele Gatzemeyer.

 

THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 А.M.

 

THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, MARCH 12, 2026 WERE READ.

 

COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES WITH MINOR CORRECTION. COMMISSIONER FORD SECONDED THE MOTION. ALL IN FAVOR. MOTION PASSED.

 

Mr. Scott Schmieder, R&B Foreman, appeared before Commission to present report for today’s meeting. Following were items reported:

 

*Mr. Schmieder advised that they are addressing ‘Roads’ as a result of wind damage that occurred from this past weekend’s storms.

 

*Mr. Schmieder noted that he is still waiting on answers from Mr. Derek Welker w/McCoy Equipment as it relates to our ‘Backhoe’.

 

Mr. Schmieder advised that ‘issues’ with said item of equipment are as follows:

HYDRAULICS NOT WORKING. LACK OF POWER w/EQUIPMENT.

 

Mr. Welker is reviewing ‘options’ to resolve on-going issues that R&B Department is experiencing with this item of equipment.

 

Mr. Welker has advised Mr. Schmieder that he will be providing response relating to the same.

 

*Mr. Schmieder advised that ‘Trees’ are ‘Down’. Cleanup continues.

 

*Mr. Schmieder noted that ‘Goal’ this week is to ‘complete’ cleanup on Boyd Road among the many other projects that R&B needs to complete/finish.

 

*Mr. Schmieder ‘looking at’ used skid steer; if details can be worked out; process would be facilitated through ‘State Bid Process’.

 

*Mr. Schmieder noted that ‘pipes’ are being ordered for Brown Road as well as Colony Church Road. *Mr. Schmieder reported that constituent that resides/owns land on Fields Road has reached out to organization, Land Learning Foundation, in effort to find out if there is assistance that can be offered to ‘issues’ that are leading to ‘bank erosion’ in said area. As additional information is provided, said detail to be provided.

 

County Clerk, Sue Wolk, presented ‘finalized’ Resolution Detail regarding ‘Sunshine Law Policy’ as had been reported to the Commission.

 

After lengthy review, Commissioner Marberry made a ‘Motion’ to adopt ‘RESOLUTION NO. 03162026’ with signatures provided by all Elected Officials involved in said implementation process as presented. Commissioner Ford seconded the ‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed. Local resident that resides in ‘Grayhawk’ reached out to the County Commission to inquire about ‘Tornado Sirens’ in their ‘area’ and throughout the ‘County’. Said resident was directed to contact Ste. Genevieve County ‘911’.

Sara Hoog, Treasurer, presented the ‘Semi-Annual’ Settlement for the period of 7/1/2025 through 12/31/2025. (Please refer to Commission Record Supplement for this Date.)

 

Local residents have appeared before the Commission as well as ‘Mapper’ in Assessor’s Office as it relates to on-going project with Citizen’s Electric “SALEM BULK POWER PROJECT”. The ‘issue/concern’ surrounds ‘Right of Way’ pertaining to ‘IF’ section of Property is on ‘County Road ROW’ or ‘IF’ it is ‘PRIVATE’. Review has been completed by the ‘County’. Section of ‘Road’ in question IS NOT maintained by the Ste. Genevieve County Road Department after ‘in-depth’ review from Mr. Scott Schmieder, R&B Foreman, who has been with the ‘R&B’ Department for 26 years and confirmed that, throughout his tenure, the roadway has not been maintained by ‘County’; section of roadway is ‘Private’. Said ‘details’ to be forwarded to Citizen’s Electric.

 

The Commission reviewed recent ‘Proposals’ received as it relates to ‘Sandblasting/Painting’ of ‘Pool Surfaces’ @ River Rapids Waterpark. Proposals received from (3) separate contractors as noted per below: *Bazan *Legacy Coatings LLC *Bare Metal Sandblasting & Restoration LLC w/’Painting’ to be completed through Ritter Painting Services. *After lengthy review and careful consideration, Commissioner Ford made a ‘Motion’ to approve work to be handled through Bazan. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner Marberry yea. All in favor. Motion passed. (Copy of ‘referenced’ proposals attached to Commission Record Supplement for this Date.) *It should be noted that notification was provided to Ms. Kris Fulford, Executive Director w/Ste. Genevieve YMCA. Commissioner Ford reached out to contractor to discover that work is scheduled to begin on 4/6/2026.

 

Accounts Payable for Date 3/16/2026 in the amount of $25,903.36 were reviewed and approved for payment by the Commission. The Commission convened @ 12:00 P.M.

 

Meeting reconvened @ 3:30 P.M. to meet with the following ‘represented organizations’:

 

Commissioners Ruzicka and Ford along with Deputy County Clerk, Michele Gatzemeyer, were in attendance. Commissioner Marberry could not attend due to previous commitment.

 

Organizations represented were: Ste. Genevieve County 4-H, Beef & Swine Club, Farmer’s Table representative, Spring for Down Syndrome Board, and Ste. Genevieve County Fair Board.

 

Following were significant ‘issues’ that were discussed: *Commissioner Ford started meeting by noting that a ‘diligent’ search has been conducted in effort to find ‘Fair Board Members’ that are willing to serve in that capacity. Persons are not wanting to volunteer for the same. The ‘issue’ surrounds the fact that said ‘Board’ oversees the events/grounds for ALL activities that are held at said location. Legal Counsel for Ste. Genevieve County has noted that this is necessary due to the fact that there needs to be an organization that provides ‘oversight’ for the activities/events held at the Fairgrounds.

 

*As it relates to ‘help’ with Fair as well as other events that might be held at the fairgrounds; one of the attendees representing 4-H mentioned that many youth in our community need ‘service hours’ for their various organizations. Some of the organizations mentioned were ‘FFA/National Honor Society/etc.’ *

 

It was noted that ‘Local Football Teams’ assist with ‘Trash’.

 

*Representative with the Fair Board will need to be present throughout the weekend.

 

*Mrs. Braun advised that ‘expenses’ incurred for 4-H/FFA will be absorbed by their own organizations.

 

*Review of items that need to be handled for ‘Fair’ were reviewed; I.E. Programs, etc.

 

*Next meeting tentatively scheduled for 3/25/2026.

 

ADJOURN A Motion was made by Commissioner Ford to adjourn @ 5:30 P.M. Commissioner Ruzicka seconded the ‘Motion’. Ordered that the Commission adjourn until 3/19/2026.
