Board of Alderman Meeting

Tuesday, February 17, 2026

6:00 PM

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Adam Bequette on Tuesday, February 17, 2026, beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
  2. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
  3. Roll Call: Aldermen answering the roll call were Alderman Rose Rosenzweig, Alderman Dr. Zen Duda, and Alderman Kathy Bergmann, Alderman Brian Helms absent. Quorum present.
  4. Approval of Agenda: Motion to approve agenda as printed by Alderman Duda, second Alderman Bergmann, all in favor Alderman Bergmann (aye), Alderman Rosenzwieg (aye), Alderman Duda (aye), motion carried
  5. Consent Agenda: motion to approve by Alderman Duda, second by Alderman Kathy Bergmann.  Alderman Duda (aye), Alderman Bergmann (aye), and Alderman Rosenzweig (aye), motion carried.

  • City Clerk to pay previously appropriate expenses as they come due as allied by budget.
  1. Public Forum: NONE
  2. Unfinished Business:
  • Trailer on Cemetery Road – per last meeting the owner was given 30 days to remove the trailer,             Mayor Bequette has been given the moving companies insurance to file a claim for damages, the City             has been unable to make direct contact with the owner of the trailer, a final demand will be made to the       owner to remove the trailer.
  • Stop sign on 4th and Cemetery was hit by a combine, to be repaired by city
  • Portable speed bumps with signage have been received, speed bumps will be placed when culvert work is complete.
  • Alderman Duda requested at a previous meeting that Jokerst Inc provide a map to be placed in City Hall for residents to review and understand where work is being done.  City Clerk Jessica Gunter stated   she has requested the map from Todd at Jokerst, he stated he would be able to provide that. 
  • Snow removal – Alderman Duda thanked City employees for doing a great job during the last snowstorm.  A reminder to city residents, it is not the city’s responsibility to clear driveways or clean off cars parked on the street, that responsibility lies with the homeowner.   Mayor Bequette reminded city residents that aggressive behavior or behavior that impedes city employees from performing their duties will not be tolerated.
  • Update on Truck Parking Club – Mayor Bequette has been in contact with the Truck Parking Club; they have requested some measurements of the area and waiting on the weather to break to get started.
  1. New Business:
  • Status on Park – Alderman Rosenzweig and Alderman Bergmann are investigating playground equipment and location for new park.  City Clerk Jessica Gunter informed the Board that FEMA funds      for the park have been received in the amount of $29271.89, Jessica has requested of the board that a             bank account be established specifically for those funds to ensure the funds are allocated correctly.  A      motion was made by Alderman Duda to allow City Clerk Jessica Gunter to set up a bank account             specifically for the park funds received motion seconded by Alderman Rosenzweig, all in favor             Alderman Bergmann (aye), Alderman Rosenzweig (aye), Alderman Duda (aye) motion carried.  Mayor Bequette is applying for a DNR Grant for recycled park equipment.  New locations for the park are also      being discussed.
  • Ordinance 26-001 to amend Ordinance 420 regarding resident responsibility for the care and maintenance of grinders.  1st reading of Ordinance 26-001 by Alderman Duda.  Motion to adopt the first      reading of Ordinance 26-001 made by Alderman Duda and seconded by Alderman Bergmann, all in             favor Alderman Rosenzweig (aye), Alderman Bergmann (aye), Alderman Duda (aye), motion carried.              Work session to be scheduled. 
  • Beussink, Hey, Roe & Stroder LLC – auditor – City Clerk Jessica Gunter researched the cost of city audits, after contacting 3 CPA’s and several other City Clerk’s the fee of $15,000.00 requested by             Beussink, Hey, Roe & Stroder is comparable to what other cities are paying.  City Clerk Jessica Gunter             was unable to reach Jeff Stroder prior to the meeting to get the forms needed to proceed, auditor             selection will be tabled at this time.
  • Ordinance establishing a sewer service availability charge – definition- flat fee designed to cover the cost of providing sewer services to residents that would cover the cost of maintenance, fleet expenses,             tool expenses, supplies, parts, etc. This fee would not include payroll.  To be discussed in a work             session. 
  1. Department Reports:

            Emergency Management – Mayor Adam Bequette – continues to work with FEMA for road, park and             sewer plant repair reimbursement. Currently Jokerst Inc. is replacing culverts throughout the city.

            Police Department – Alderman Zen Duda – Nothing to report

            Street Department – Alderman Zen Duda – Jokerst Inc. repairs continued

            Repairs being done on Third Street

            Repairs being discussed for 7th and Spruce tree roots buckling street

            Alderman Duda requested city employees be mindful of gravel/large rocks on the street, sweep them off

            City Clerk Jessica Gunter reported breaking asphalt on 7th Street

            Water/Wastewater Department- Mayor Adam Bequette – Frankie Ullman

            Sewer plant is currently running efficiently

            Sewer line hit on Third Street – repaired

            Wastewater found by Jokerst on Third Street, repaired by city employees and reported to DNR.

            Water

            Water samples have been good

            Leak on Third Street service line that went across to an abandoned lot, service line shut down. 

            Service line leak on Cedar Street to be addressed

            Park & Cemetery Department – Alderman Rosenzwieg – nothing to report
