New Missouri laws took effect January 1st

JEFFERSON CITY – Here are a few of the new Missouri laws which went into effect January 1st.

 

Missouri laws / provisions effective Jan. 1, 2026

 

  1. Minimum wage increase (HB 567)

Minimum wage increases from $13.75/hour to $15.00/hour

Repeals future annual CPI-based minimum wage increases

 

  1. Tax changes (HB 754)

Allows subtraction from Missouri taxable income for certain income, including income from sale/exchange of “specie” (gold/silver) included in federal AGI

Missouri resident estates and irrevocable trusts are no longer subject to Missouri income tax on income not sourced from Missouri

 

  1. Beer & malt inspection fee changes (HB 1041)

Inspection/gauging fees change:

American-made beer: $0.62 per barrel

Imported malt liquor: $1.86 per barrel

 

  1. Air emissions fee structure update (10 CSR 10-6.110)

Changes to tiered per-ton emissions fee schedule with base fee

Per-ton fee starts at $58/ton (assessed 2025 emissions), increases, and caps at $62/ton (assessed 2027 emissions)

 

  1. Education initiatives (SB 68)

Implements statewide school “Stop the Bleed” protocol

Launches teacher-led STEM Career Awareness Program for high school students (DESE collects provider applications)
