  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Adam Bequette on Thursday, August 21, 2025 beginning at 5:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
  2. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
  3. Roll Call: Aldermen answering the roll call were Alderman Rose Rosenzweig, Alderman Dr. Zen Duda via video/audio, and Alderman Kathy Bergmann . Let the record show Jody Odem from the local TV station was not here to record the meeting at 5:00pm, audio recording is being taken.  Also note per Stuart Haynes, MML, has given written documentation that Alderman Duda may appear via video.  Jody Odem arrived for video recording at 5:45pm.
  4. Approval of Agenda: Motion to approve agenda as printed by Alderman Bergmann, second Alderman Rosenzwieg, all in favor Alderman Bergmann (aye), Alderman Rosenzwieg (aye), Alderman Duda (aye), motion carried
  5. Consent Agenda: motion to approve by Alderman Bergmann, second by Alderman Rosenzweig.  Alderman Duda (aye), Alderman Bergmann (aye), and Alderman Rosenzweig (aye), motion carried.

  1. Public Forum: Resident Dylan Dauster asking for approval for place a trailer at 395 Cemetery Road. Motion to approve made first made by Alderman Bergmann, second by Alderman Rosenzweig, all in favor Alderman Duda (aye), Alderman Bergmann (aye), Alderman Rosenzweig (aye). Motion passed.
  2. Unfinished Business:
  • Approval of First State Community Bank presentation 7/17/2025 meeting beginning with credit cards, fleet cards, direct deposit for employees, remote deposit of accounts, and merging bank accounts. Motion to adopt reading only, first reading, first Alderman Bergmann second Alderman Rosenzweig, all in favor Alderman Duda (aye), Alderman Bergmann (aye), Alderman Rosenzweig (aye) Second reading motion to adopt.  Second reading motion to adopt First State Community Banks presentation first Alderman Duda second Alderman Rosenzweig, roll call vote Alderman Duda (aye), Alderman Bergmann (aye), Alderman Rosenzweig (aye) motion carried. 
  • Adoption of a motion to allocate CD funds – Fire Department CD matured and cashed out at no penalty. Motion to allocate funds to outstanding invoices at 70% and 30% in reserves. Motion made by Alderman Bergman second by Alderman Rosensweig, all in favor (aye), motion carried.
  1. New Business:

BILL NO. 1012 – AN ORDINANCE ASCERTAINING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE GENERAL REVENUE PURPOSES DURING THE YEAR 2026 AND FIXING THE ANNUAL RATE OF LEVY THEREFORE.

Alderman Zenon Duda made a motion for a first reading of bill 1012 by heading only. Alderman Kathy Bergmann seconded the motion. Roll Call Vote: Alderman Zenon Duda (aye), Alderman Kathy Bergmann (aye), Alderman Rose Rosenzweig (aye). Mayor Adam Bequette read bill 1012 for a first reading by heading only.

BILL NO 1013 – AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR ENDING ON SEPTEMBER 30, 2025AND APPROPRIATING FUNDS PURSUANT THERETO.

 

Motion to table Bill No. 1013 made by Alderman Duda and second by Alderman Rosenzweig, all in favor (aye).

 

BILL NO 1014 – AN ORDIANCE SETTING BASIC RATES IN THE CITY OF SAINT MARY, MISSOURI FOR WASTEWATER SYSTEM TO BE KNOWN AS THE WASTEWATER RATE SCHEDULE ORDINANCE.

 

Alderman Kathy Bergmann made a motion for a first reading of Bill 1014 by heading only. Alderman Zenon Duda seconded the motion. Roll Call Vote: Alderman Zenon Duda (aye), Alderman Kathy Bergmann (aye), Alderman Rose Rosenzweig (aye). Mayor Adam Bequette read bill 1014 for a first reading by heading only.

BILL NO 1015 – AN ORDIANCE SETTING BASIC RATES IN THE CITY OF SAINT MARY, MISSOURI FOR WATERWORKS SYSTEM TO BE KNOWN AS THE WATERWORKS RATE SCHEDULE ORDINANCE.

 

Alderman Rose Rosenzweig made a motion for a first reading of Bill 1015 by heading only. Alderman Kathy Bergman seconded the motion. Roll Call Vote: Alderman Zenon Duda (aye), Alderman Kathy Bergmann (aye), Alderman Rose Rosenzweig (aye). Mayor Adam Bequette read Bill 1015 for a first reading by heading only.

RES0LUTION TO APPLY FOR GRANT FUNDS FOR WASTEWATER PROJECT THROUGH DELTA REGIONAL AUTHORITY. 

Motion made by Alderman Duda, seconded by Alderman Rosenzweig, motion carried.

  2. Departmental Reports:

Emergency Management – Mayor Bequette – continued work with FEMA for assistance with storm and water damage to the wastewater plant, park, culverts and streets.  Also working on flood mitigation with FEMA.

Police Department – Alderman Duda – Per Jessica Gunter, City Clerk, an email was received from former Chief Tyler Urban requested I inform the Board that case number 25-0001 involving a local resident was submitted to the Prosecuting Attorney and deemed a civil matter.  This email stems from a citizen complaint addressed by the board at the 7/17/25 meeting.

Street Department – Alderman Duda

Cold patching done at the end of 4th and Walnut

If residents find pot holes please report to City Hall.

Blind spots due to heavy brush, per Mayor Bequette brush removal is being addressed. 

Department Reports continued:

Water/Wastewater Department- Mayor Adam Bequette

Frankie Ullman reports

Sewer plant operational at this time, rotors functioning

Lift station pump installed and had to be taken back out due to manufacturer error.  A new pump is being sent.

4 residential grinders were replaced within the last month

Sludge tanks are not full at this time

Water – Chemical feed pump had to replaced, operational

Water – using a lot of bleach, bleach has been hard to get, Frankie Ullman and Mayor Bequette looking for more cost-effective way to purchase bleach.

Frankie Ullman is working with Heartland Engineering to GPS all meters on Diamond Maps, to make meter location for meter readers easier to find.

Thank you to the City of Perryville for helping with a large water leak.

Park & Cemetery Department – Alderman Rosenzwieg

Cemetery is looking good; brush is being cleaned up, head stones being cleaned

Park to be mowed, possibly ask a local resident to mow for hay.

BILL NO. 1012                                                                             ORDINANCE NO. 1012

 

AN ORDINANCE ASCERTAINING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE GENERAL REVENUE PURPOSES DURING THE YEAR 2025 AND FIXING THE ANNUAL RATE OF LEVY THEREFORE.

 

BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF ST. MARY, MISSOURI, AS FOLLOWS:

 

            SECTION 1.  The amount of money to be raised by taxation during the ensuing fiscal year on the assessed valuation of all property situated in the City of St. Mary, Missouri for General Revenue purposes is $42894.00 (Forty-Two Thousand, Eight Hundred Ninety-Four Dollars and zero cents).

 

            SECTION 2.  The total assessed valuation of all property in the City of St. Mary, Missouri, Ste. Genevieve County, Missouri, as shown by the certified abstract forwarded to the Board of Aldermen of said city by the County Clerk of Ste. Genevieve County, Missouri is $4,345,142.00 (Four Million, Three Hundred Forty-Five Thousand, One Hundred Forty-Two Dollars).  Now, therefore, the tax rate is levied at $1.00 (One Dollar) on the $100.00 (One Hundred Dollar) assessed valuation of all property, real and personal, situated in St. Mary, Missouri, Ste. Genevieve County, Missouri for the ensuing year.

 

            SECTION 3.  This ordinance shall be in full force and effect from and after its passage and approval.

AN ORDINANCE SETTING BASIC RATES IN THE CITY OF ST. MARY, MISSOURI FOR WASTEWATER SERVICE FROM THE CITY WASTEWATER SYSTEM TO BE KNOWN AS THE WASTEWATER RATE SCHEDULE ORDINANCE. 

 

BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF ST. MARY, MISSOURI, AS FOLLOWS:

 

SECTION 1.  The rates for water service to customers of the waterworks system of the City of St. Mary, Missouri, as follows:

 

The base charge per month shall be $13.11 for Zero Flow.

 

First       1000        gallons                               $              31.18         minimum

Each      1000       gallons thereafter                $              14.77         per 1,000 gallons

 

SECTION 2.   It is mandatory to review the rates, which fund operations and maintenance of the water, so that rates can be adjusted accordingly for the maintenance of the system.

 

SECTION 3.  All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed and this ordinance replaces them.  This ordinance shall be in full force and effect and said rates shall be in effect on the water billing that is due October 10, 2025
