Missouri’s Pro-Life Amendment passes legislature, heads to voters

JEFFERSON CITY, Mo. – Missouri will be the first state to offer voters a pro-life amendment after passing a pro-abortion ballot measure, as the Missouri Senate today passed a proposed constitutional amendment to replace Amendment 3. House Joint Resolution 73 protects life throughout pregnancy and includes rape and incest exceptions for the first 12 weeks.

The resolution does not require the Governor’s signature, though Missouri law gives Gov. Mike Kehoe the authority to determine the date it will be put in front of voters.

Marjorie Dannenfelser, president of Susan B. Anthony Pro-Life America, celebrated the opportunity Missourians will have to rid their state of Amendment 3.

“We applaud the Missouri legislature for passing this pro-life amendment to save lives, protect parents’ rights, and safeguard women and girls. We call on Missouri GOP leaders in Washington and across the state to offer their strong, vocal support of this measure. When GOP leaders engage, we win on abortion ballot measures because the abortion lobby’s campaigns are exposed and their lies are refuted. Republicans in Missouri must be as devoted as Gov. Ron DeSantis and Sen. Pete Ricketts were in their 2024 ballot measure fights to explain the need to undo the amendment that is stripping away the most fundamental rights of babies, parents, women and girls.

“Despite what voters were sold before Election Day, as soon as Amendment 3 passed the abortion lobby brought litigation to perform late-term abortions, end parental consent and remove every safety regulation on their industry. Amendment 3 is far too extreme and dangerous in a state where Planned Parenthood was caught using moldy abortion equipment on women and offering to transport a 13-year-old girl out of state without her parents knowing.”

On April 30, the abortion lobby filed a new lawsuit under Amendment 3 to allow minor girls to obtain abortions without parental involvement. The litigation is from ‘Right By You,’ a group that facilitates abortions for pregnant minors via a text line. Previously, Planned Parenthood filed another lawsuit to strip all regulations from their industry, including:

-Limits on how late in pregnancy an abortion can be performed.

-Having to be licensed like other medical facilities.

-Admitting privileges with a nearby hospital.

-Informed consent requirements.

-72-hour reflection period (a safeguard against rushed or coerced decisions).

-Requiring abortions to be done by doctors.

Amendment 3 was narrowly approved by 51% of Missouri voters in November after pro-abortion activists outspent pro-life advocates 8:1.
