- Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Adam Bequette on Wednesday, October 9th, 2024 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
- Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
- Roll Call: Aldermen answering the roll call were Alderman Brenda Thompson (absent), Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker.
- Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Dr. Zen Duda seconded the motion. Alderman Kathy Bergmann, Alderman Annette Hacker, and Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.
- Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Dr. Zen Duda seconded the motion. Alderman Annette Hacker, Alderman Dr. Zen Duda, and Alderman Kathy Bergmann voted yea on a voice vote. Motion carried.
- Public Hearing:
James Holland: He asked the board if he could lease some buyout ground off of Wyatt drive for his three trailer and three trucks to get them out off his property, so it does not look so cluttered. Alderman Dr. Zen Duda asked how big the lot was. Mayor Adam Bequette stated that it was an acre of land. Alderman Dr. Zen Duda stated that the board of Alderman will discuss it and they will get back with him on their answer.
Mary West-Calcagno: She works for Missouri Rural Water Association. She did a water and wastewater rate study. We are in the surplus for the wastewater and in the deficit on the water side. Alderman Dr. Zen Duda asked how many more connections we would need to break even on the water side of the rate study. Mary stated that we are going to need thirty-one more customers to just break even.
- BILL NO. 1002 – AN ORDINANCE AMENDING THE BUDGET FOR THE CITY OF ST. MARY, MISSOURI, FOR THE FISCAL YEAR 2023 – 2024.
Alderman Dr. Zen Duda made a motion for a first reading of bill 1002 by heading only. Alderman Annette Hacker seconded the motion. - BILL NO. 1003 – AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2024 AND APPROPRIATING FUNDS PURSUANT THERETO.

- BILL NO. 1005- AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ST. MARY, MISSOURI TO ENTER INTO A CONTRACT WITH HEARTLAND ENGINEERING LLC. FOR ENGINEERING SERVICES.

- Department Reports:
- a. Emergency Management – Director April Grindstaff had nothing to report.
- Police Department – Alderman Dr. Zen Duda stated we have an applicant for the police officer position. Which we will discuss during closed session.
- Fire Department – Alderman Kathy Bergmann gave the floor to Fire Chief Frankie Ullman. Frankie stated the they had 6 calls. 1 brush fire, 3 medic, and 2 mutual aides. Frankie wants to remind everyone that the Barbeque is October 20th at the fire house. They will have pork steaks, brats, potato salad and baked beans. For Fire Prevention week they took the fire truck up to head start in Ste Gen and the kids loved it.
- Street Department – Alderman Dr. Zen Duda stated that some of the streets have been redone. The sides of the streets that were redone still needs a little work on the sides of the road but that is a work in progress. Mayor Adam Bequette spoke with Jokerst to fix some of the spots that they missed and they will get those done.
- Water / Wastewater Department –Frankie Ullman reported that there was a leak at 8th and Spruce. It has been fixed. The cooper pipe oxidized and they replaced it with pex. He has not done any flushing of the hydrants yet because he noticed the spike in water usage and wanted to see where the leak was before he flushed them out. He is going to wait until spring. On the sewer side it has been doing good. He installed a new grinder at Bader’s Place. We do have a couple more to replace and hopefully they can get to them next week. Mayor Adam Bequette wanted to Thank Alderman Dr. Zen Duda for letting us use his tractor for the water leak.
- Park / Cemetery / Animal Control – Alderman Brenda Thompson was absent for the meeting. City Clerk April Grindstaff stated that she has had a few complaints about dogs running around town and getting into people’s yards. According to Ordinance 920 It shall be unlawful for any person having the care or control of a dog to allow such dog to run at large within the city. No dog shall be allowed to roam upon the streets or sidewalks of the city unless the dog is securely fastened to a leash and the leash held by some person at all times. Failure to comply shall be subject to a fine of not more than $100.00 (One Hundred Dollars) but not less than $25.00 (Twenty-Five Dollars).
- Citizens Participation –
Connie Pritchard has a complaint about her neighbor parking in the street and stealing water from her. Mayor Adam Bequette stated that he understands the complaint and that it will be taken care of.
The mother of a resident stated that she was there because of a broken grinder but she got her answer before the meeting started. She also stated that the grinder lid was broken and needed new bolts. Mayor Adam Bequette stated that we will get her a new grinder lid.
- Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 7:40 p.m. Alderman Dr. Zen Duda seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.

BE IT REMEMBERED: The Board of Alderman went into a Closed Meeting on Wednesday, October 9th, 2024 at 732 3rd Street, St. Mary MO 63673 at 7:43 p.m. to discuss personnel matters under § 610.021(3) RSMo Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded.
A motion was made by Alderman Annette Hacker to open the closed session. Alderman Kathy Bergmann seconded the motion. Roll call as follows: Alderman Kathy Bergmann (aye), Alderman Dr. Zen Duda (aye), Alderman Annette Hacker (aye) and Alderman Brenda Thompson (absent). Motion carried.
A motion was made by Alderman Annette Hacker to hire Tyler Urban as our Police Chief on a part-time basis at $15.50 per hour. Alderman Dr. Zen Duda seconded the motion. Roll call as follows: Alderman Kathy Bergmann voted (aye), Alderman Annette Hacker (aye) and Alderman Zen Duda (aye). Motion carried.
