Ste. Genevieve’s new city budget gains first round approval

STE. GENEVIEVE – The Ste. Genevieve Board of Aldermen gave first round approval to an ordinance adopting the Fiscal Year 2025 Budget at its meeting Thursday evening.

 

The budget was accompanied by a budget message by City Administrator Happy Welch:

Consent Agenda items were approved:

 

Among those items were the following:

 

A liquor license for Gibsons Audubons, LLC. At 9 North Main Street.

 

Resolution 2024-40 revising the fund balance police of the city. (Reducing the reserve fund from 50 percent to 40 percent of the city budget total.)

 

Resolution 2024-41 for the purchase of a crack seal machine from Crafco, Inc. for $68,226.40 through a Sourcewell Cooperative Purchasing Agreement.

 

Old Business: 

 

Lease/purchase financing with McLiney and Company.

 

Bill No. 4629 to establish a procedure to disclose potential conflicts of interest. Approved on second reading 8-0.

 

Bill No. 4630 to amend the city’s personnel manual. Approved on second reading 8-0.

 

New Business:

 

Resolution 2024-42 appointing ad hoc non-voting representatives to the Ste. Genevieve Tourism Tax Commission.

 

Bill No. 4631 to modify the existing agreement with Alliance Water Resources was tabled.

 

Bill No. 4632 an agreement between the city and Ste. Genevieve Community Access Television Board (Channel 990/991) was approved on first reading.

 

Bill No. 4633 authorizing the city administrator to enter into a master services agreement with Apptegy, Inc. of Little Rock, Arkansas to develop and host the city government website was approved on first reading.

 

Bill No. 4634 a declaration of deed restriction for property in Pere Marquette Park was approved on first reading and then on second reading; 8-0.

 

Bill No. 4635 for a rate analysis for the water and sewer funds was approved on first reading.

 

Bill No. 4636 an amendment to the 2024 budget was approved on first reading.  

 

Bill No. 4637 the 2025 city budget was approved on first reading.

 

Bill No. 4638 a proposal from Blacktop Sailor to create a new logo and brand strategy for the city was approved on first reading.

 

Bill No. 4639 a contract with Cochran Engineering for the Fourth Street Sidewalk Connection Project was approved on first reading with Alderman Robert Donovan opposed.
