Thursday, June 13th, 2024

6:00 p.m.

 

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Adam Bequette on Thursday, June 13th, 2024 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker (absent).

 

  1. Agenda: A motion was made by Alderman Dr. Zen Duda to approve the agenda. Alderman Brenda Thompson seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann and Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.

 

  1. Consent Agenda: A motion was made by Alderman Dr. Zen Duda to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Kathy Bergmann seconded the motion. Alderman Brenda Thompson, Alderman Dr. Zen Duda, Alderman Kathy Bergmann voted yea on a voice vote. Motion carried.

 

  1. Public Hearing- Mary West- Calcagno form Missouri Rural Water Association reported she has been helping us to apply for a grant. The city has applied for a grant that is an 80/20 grant but she is hoping to get the city a 100% funded grant form the Missouri Department of Natural Resources, Clean state Revolving Fund program for an engineering services grant under the Missouri Clean Water Law. The city has put a letter in the paper for request for qualifications (rfq) professional engineering services. She also stated when the city looks over the budget for next year we need to plug some money into the budget for sludge removal for each year.

 

  1. BILL 997-AN ORDINANCE ESTABLISH THE CITY OF ST. MARY ALDERMEN AND MAYOR AUTHORIZATION TO ENTER AN AUCTION AGREEMENT

  1. BILL 998-AN ORDINANCE ESTABLISH THE CITY OF ST. MARY MAYOR WITH THE CONSENT AND APPROVAL OF MAJORITY OF THE MEMBERS OF THE BOARD OF ALDERMAN TO APPOINT OFFICERS, AND CERTAIN PROFESSIONAL SERVICES

  1. BILL 1000- AN ORDIANCE ESTABLISHING THE APPOINTMENT OF A NUISANCE ABATEMENT OFFICER AS A MEMBER DESIGNATED OF THE PUBLIC WORKS DEPARTMENT

  1. Discussion on the park. Alderman Brenda Thompson stated that the Park Committee had a meeting with the Mayor Adam Bequette to relocate the park. The committee came to the conclusion that there was not a need for the park. With all the expenses that it would take to fix the park from the vandalism that has been done to the park it would be logical to shut it down and not have one. Frank Gerardot stated that the citizens of St. Mary should have the option to have the park stay. City Clerk April Grindstaff stated that we could possibly take a poll to see what the citizens say.

 

  1. ​RESOLUTION FOR CLEAN WATER ENGINEERING PROGRAM GRANT

A motion was made by Alderman Dr. Zen Duda to approve the Resolution for clean water engineering program grant. Alderman Kathy Bergmann seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.

 

  1. Department Reports:
  2. Emergency Management – Director April Grindstaff had nothing to report. April did state that St. Mary City Hall will be closed next week June 17- June 21 for vacation. If you have an      emergency, please call Mayor Adam Bequette at (573)- 880-9698, Frankie Ullman at (573)-517-        9360 or the local police department.
  3. Police Department –Police Chief Brendon Corbett reported that he had three reports: two for stolen   lawn mowers and one illegal dumping. He also stated that he needs help with some             names on the   stolen lawn mowers if anyone knows them. He is trying to get back into a normal             schedule since the accident of his oldest son. Talked with the owner of the antique mall to get       the grass mowed.
  4. Fire Department – Alderman Kathy Bergmann gave the floor to Fire Chief Frankie Ullman. Frankie stated that 10 calls, 5 medic calls, 2 motor vehicle and 2 mutual aides. Sentinel came       and fixed the water gauge on the tanker truck; the sensor was bad. They will need to do pump             testing for the ISO ratings. Hopefully set up at time with Zell and Weingarden Fire Departments        and do them all together. Truck 41 and 42 both need pump testing done on them. They are talking to the conservation department about getting another brush truck. They are talking about          purple waving the yellow pump truck so they have room for the other truck if they get it.
  5. Street Department – Alderman Dr. Zen Duda reported Frankie has done a great job with all the leaks we have been having. Frankie stated 3rd and Sycamore needs to be fixed from the    water leak that he has fixed. This needs to be addresses soon so that the street does not wash out        anymore than it already has.
  6. Water / Wastewater Department –Frankie Ullman reported there was 2 leaks and they have been fixed. The cooper pipe was cheap cooper and the ground has been eating the cooper. The Bac-T reports have been good. The DNR inspection came back good. The only thing we got    dinged on was that we did not have a back up operator. Sludge is being hauled off tomorrow. It has been at least 4 years since it has been hauled off last. DNR knows about the situation and Frankie is on top of it. He has replaced a couple of floats on grinders. They are trying to get a        bigger grinder pump for Bader’s Place. There are still some grinders that need to be replaced but           when things start acting up we need to handle those situations first.
  7. Park / Cemetery / Animal Control – Alderman Brenda Thompson stated that we will get a poll together to see what the citizens think about removing the park. Nothing to report for the cemetery and animal control. Dr. Zen Duda stated that there is a dog on cemetery road that is           killing other animals, hopefully we can catch the dog.
  8. Citizens Participation – There was no citizens participation.

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Dr. Zen Duda to adjourn at 6:57 p.m. Alderman Brenda Thompson seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
