Board of Aldermen Meeting

Thursday, April 11th, 2024

6:00 PM

 

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carlton Wyatt on Thursday, April 11th, 2024 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Dr. Zen Duda seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Annette Hacker and Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Brenda Thompson seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Annette Hacker and Alderman Dr. Zen Duda voted yea on a voice vote. Motion carried.

 

  1. Public Forum: Nobody signed up to speak.

 

  1. Canvassing of Election Results and Acceptance by the Board: The board reviewed the certified results for the April 2nd, 2024 Election. Alderman Annette Hacker made a motion to accept the election results. Alderman Kathy Bergmann seconded the motion. Alderman Kathy Bergmann, Alderman Brenda Thompson, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

Honorable Mayor Carlton Wyatt stated that he appreciated the board. He also stated that this is one of the better Boards that this city has had. We have had some good boards members in the past. This Board did not make any decisions that we thought was not good for the city. He stated one more time that he really appreciated that board. All the Alderman thanked Mayor Carlton Wyatt for all his time.

There was a citizen of the city asked if he could say something. He stated he was going to honor the mayor. I have lived in this town for 23 years and Mayor Carlton Wyatt has been the mayor a lot. He stated that one thing that he noticed about the mayor is that he cared and that he was always there, because he cared. When I went to bed at night he felt save because the mayor cared. When he thinks about all the times that Carlton has been the mayor it has been some of the best times this town has been offering. One thing this town is going to miss is that Mayor Carlton Wyatt cared about this town. He will be missed by many people.

 

  1. Swearing in of Newly Elected Officials: Election Official April Grindstaff swore in; Alderman Annette Hacker, Alderman Brenda Thompson and Mayor Adam Bequette.

Mayor Adam Bequette stated that the board has been a great board. He stated that his biggest thing it transparency. I think the citizens whenever they talk, they need transparency. He stated that the board makes the decisions and that they run the town. Alderman Dr. Zen Duda thanked Mayor Adam and stated that the board is looking forward to working with him to make the community run smoothly.

 

  1. RESOLUTION for BANKING AUTHORIZATION – A motion was made by Alderman Annette Hacker to approve the Resolution for Banking Authorization putting the new Mayor Adam Bequette as a bank signatory and keeping Alderman Annette Hacker, Alderman Dr. Zen Duda and the city clerk April Grindstaff as signees. Alderman Kathy Bergmann seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

  1. Board to Select an Acting President – Mayor Pro Tem for the Term of One Year (§ 79.090.1 RSMo.). Alderman Brenda Thompson made a motion to select a new board president Alderman Dr. Zen Duda second the motion. Alderman Dr Zen Duda nominated Alderman Annette Hacker. Then in return Alderman Annette Hacker nominated Dr. Zen Duda. Alderman Dr. Zen Duda is the new board president. Alderman Kathy Bergmann seconded the motion., Alderman Dr. Zen Duda, Alderman Annette Hacker, Alderman Brenda Thompson and Alderman Kathy Bergmann voted yea on a voice vote. Motion carried.

  1. Department Reports:
  2. Emergency Management – Emergency Management Director April Grindstaff had nothing to report.
  3. Police Department – Police Chief Brendon Corbett reported that he has had 21 calls for the month of March and April. Those calls were mostly traffic stops. 2 police reports have been             written up since the start of the year. He has been getting reports via cell phone about speeding             through town. Trying to find a person that has a warrant out for his arrest. On election night he     took the ballots up to the court house. He congratulated Mayor Adam Bequette.
  4. Fire Department – Alderman Kathy Bergmann gave the floor to Fire Chief Frankie Ullman. Frankie stated that they had 11 calls. They had 3 fire alarms, 1 motor vehicle accident, 6   medical calls and 1 brush fire call. They are still trying to figure out a date for the barbeque.           They are still getting the meeting room done at the fire house. He had 1 fire fighter went to         basic fire training at Mizzou, and he is now certified.
  5. Street Department – Alderman Dr Zen Duda reported this are were going smooth with the former Mayor and that we patched up some more of the roads. Years ago, purposed planting             Cyprus trees along 61 and he has those trees in hand now and plan on starting on planting them    on Saturday. The trees will be planted every 25-30 feet apart. City Clerk April Grindstaff stated         that the Part time employee Dennis Bean that we had for the street department turned his keys on Thursday. Alderman Dr Zen Duda stated that Dennis Bean was an incredible employee.
  6. Water / Wastewater Department – Alderman Annette Hacker gave the floor to Frankie Ullman who reported Bac-T reports are really good. We do have a small active water leak. We have to get some equipment in here to help dig up the water line. We have a water inspection coming up with DNR. On the sewer side of things, it has been running pretty smooth. We have a guy     coming next week to look at our UV system. Its working but it has a couple of hiccups that need to be looked at. We are still in the process of installing the grinders but is at a standstill because    he is marking the water and sewer lines for Dig Rite.
  7. Park / Cemetery / Animal Control – Alderman Brenda Thompson asked if there has been anything done to the slide from last month’s vandalism to the slide. We have to concrete the         slide back into the ground from it being knocked over last month. Cemetery she reported that   with the rain she has not be able to get up the cemetery to look and the headstones that are          falling over. She asked Officer Corbett if there has been any calls for animals running a large.
  8. Citizens Participation – Jody Odem said congratulations to Mayor Adam Bequette.

            Mayor Adam Bequette asked if we could have another meeting in 2 weeks. Alderman Dr. Zen      Duda asked if he had a vison or things that he has in mind for the future. Mayor Adam Bequette            stated that we need to work as a whole with the citizens, and that we need to be proactive. My           vision on this is try to get back on track, and try to get more economic development.

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:26 p.m. Alderman Dr. Zen Duda          seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
