Board of Aldermen Meeting
Thursday, October 12th, 2023
6:00 p.m.
- Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carlton Wyatt on Thursday, October 12th, 2023 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
- Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
- Roll Call: Aldermen answering the roll call were Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker (absent).
- Agenda: A motion was made by Alderman Dr. Zen Duda to approve the agenda. Alderman Kathy Bergmann seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker (absent) voted yea on a voice vote. Motion carried.
- Consent Agenda: A motion was made by Alderman Dr. Zen Duda to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Brenda Thompson seconded the motion. Alderman Brenda Thompson, Alderman Kathy Bergmann, Alderman Dr. Zen Duda and Alderman Annette Hacker (absent) voted yea on a voice vote. Motion carried.
- Public Forum: Nobody raised their hand to be recognized to speak. We did have Mark Marberry, Ste. Genevieve County Associate Commissioner District 2 at the meeting.

- Department Reports:
- Emergency Management – Director April Grindstaff had nothing to report.
- Police Department – Police Chief Brendon Corbett was not present but he had emailed a call log from dispatch. Dr Zen Duda stated that leading up to now from the last meeting that Police Chief Brendon Corbett has wrote citations, has gotten the cars removed from one of the residents’ property.
- Fire Department – Alderman Kathy Bergmann gave the floor to Fire Chief Frankie Ullman who reported that the Fire Department had 3 calls. One medic, a brush fire and a Fire alarm sounding. They did Fire Prevention week for the Head Start in Ste Genevieve earlier this week. They are doing some more work on the meeting room at the Fire house. The air breathing apparatus machine was serviced.
- Street Department – Honorable Mayor Carlton Wyatt stated that we have not done much to the streets. A lot of it the part time worker needs to be seen shown how to do the work on spreading the asphalt. Frankie stated that we have some holes that need to be redone. Since it is becoming fall Frankie suggests that we wait until next spring.
- Water / Wastewater Department – Alderman Annette Hacker was absent so we gave the floor to Frankie Ullman who reported that the Bac-T test have been coming back good. He also stated that he will be doing some dead-end clean outs because our chlorine levels are down to the minimum level and he wants to get them back up to have good quality water at the cleans outs. He also stated that the town has had more water usage this month. Frankie stated the we have not had any water leaks. He also stated that the city has used more water, we usually sit between 21,00-22,00 gallons of water a day but now we are sitting at 26,000 gallons of water a day but we are getting paid for it. On the waster water side of things, the wastewater permit runs out in March but he has been working with the City Clerk April Grindstaff to get the paper work filled out and turned in to renew that permit. Frankie Ullman also stated that we are in the process getting bids for the sewer plant on the rotor and the lights. The light situation is being taking care of. For rotor we have the pump company Flo-Systems has a chump pump it works just like a rotor does. We are waiting for the representative to give us a bid. He worked on 5 grinders. We had to buy a new grinder to replace one of the five grinders he was working on.
- Park / Cemetery / Animal Control – Alderman Brenda Thompson asked Frankie Ullman if the pile of dirt was hauled from the cemetery. Dennis our part time worker has been working on removing the pile of dirt. On the animal control Alderman Brenda Thompson reported that Police Chief Corbett did take a dog to the pound. Alderman Brenda Thompson stated that the we are still working on getting a committee together to see if we can move the park to a different location and see what we can do with the location of the park now.
- Citizens Participation – Public official Mark Marberry stated that the county has finished signing the paper work on the Franklin Bridge process. Mark stated that is it one step closer to moving forward on the bridge.
- Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Dr. Zen Duda to adjourn at 6:31 p.m. Alderman Brenda Thompson seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
