JEFFERSON CITY – The Missouri Highways and Transportation Commission Wednesday approved the FY 2024-2028 Statewide Transportation Improvement Program (STIP), which lists transportation projects planned by state and regional planning agencies July 1, 2023 – June 30, 2028. The five-year program includes funding from General Revenue – passed by the Missouri General Assembly and signed by Gov. Mike Parson – to widen and improve I-70, fix low-volume minor roads, upgrade railroad safety crossings and more.
There are several projects in the STIP that are located in Perry and Ste. Genevieve Counties:
Perry County
Route A: Pavement preservation from Route 61 to the end of state maintenance.
Route B: Pavement resurfacing from National Guard Drive to Route KK.
Route C: Pavement preservation from Route A to Route 61.
Route C: Bridge replacement over Apple Creek.
Route K: Bridge rehabilitation over Apple Creek.
Route K: Pavement preservation from Route B to Route O.
Route NN: Bridge replacement over Saline Creek.
Route P: Pavement preservation from Route 61 to Route C.
Route T: Bridge replacement over Saline Creek.
I-55: Concrete pavement repair from the Ste. Genevieve County line to the Cape Girardeau County line. (and south to the Arkansas state line)

Ste. Genevieve County
Route 32: Drainage improvements 0.25 miles east of Route 61 and at Siebert Road
I-55: Concrete pavement repair from the Jefferson County line to the Perry County line.
I-55: Asphalt pavement repair from the Jefferson County line to the Perry County line.
Route 61: Add turn lane at intersction at Industrial River Road.
Route 61: Intersection improvement at Route Y.
Route B: Pavement and bridge resurfacing from Route 32 to Route WW.
Route M: Upgrade pedestrian facilities to comply with ADA transition plan in Ste. Genevieve
Route N: Bridge replacement over Saline Creek
Route O: Pavement resurfacing from Route 61 to Route 32
Route Y: Uprade pedestrian facilities to comply with ADA at various locations in Bloomsdale.
Route Z: Add rumble strips from Route N to Route 61.
I-55: Bridge painting at Route Z, Route M, Eisenbeis Botton Road and Route 32
The STIP makes available nearly $14 billion of federal and state revenues for all modes of transportation over the next five years, making it the largest program ever. Of the $14 billion, the draft STIP details $10.4 billion in road and bridge construction contractor awards, averaging approximately $2.1 billion per year.
“This STIP is not immune to the ongoing record inflation and increasing cost of doing transportation improvements. In fact, this program accounts for $1.2 billion in inflation impacts, which would equate to a year’s worth of funding in previous programs,” said MoDOT Director Patrick McKenna. “To manage these fiscal constraints, this program didn’t add a significant number of projects. We had to adjust the schedules on nearly 400 projects to manage the funding availability each year. We’ll continue our asset management efforts while also making critical improvements and upgrades to corridors and safety features across the state.”
The program details these maintenance improvements to Missouri’s nearly 34,000 miles of roads and 10,400 bridges. The draft STIP was released in June for public review, and MoDOT received 72 comments.
The STIP also includes detailed project information for non-highway modes of transportation and a section detailing planned operations and maintenance activities for the next three years. This additional information is provided to allow Missourians to more easily see how their transportation funding is invested.
