Board of Aldermen Meeting

Thursday, June 8th, 2022

6:00 PM

 

1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, June 8th, 2022 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

2. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

3. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Dr. Zen Duda and Alderman Annette Hacker.

 

4. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Zenon Duda seconded the motion. Alderman Ron Barnett, Alderman Zenon Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

5. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Zenon Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

6. Public Forum: No one signed up to talk.

 

7. Canvassing of Election Results and Acceptance by the Board: Election Official April Grindstaff read the certified results for the April 4th, 2023 Election. Alderman Annette Hacker made a motion to accept the election results. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Zenon Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

8. Swearing in of Newly Elected Officials: Election Official April Grindstaff swore in; Alderman Zenon Duda, Alderman Kathy Bergmann and City Collector Katrina Ullman.

 

9. Board to Select an Acting President – Mayor Pro Tem for the Term of One Year (§ 79.090.1 RSMo.)

Alderman Ron Barnett made a motion to nominate Annette Hacker as Board President. Alderman Zenon Duda seconded the motion. Alderman Ron Barnett, Alderman Zenon Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried Alderman Annette Hacker is Board President.

 

10. Department Reports:

a. Emergency Management – Emergency Management Director April Grindstaff had nothing to report.

 

b. Police Department –Officer Brendon Corbett was absent for the meeting. City Clerk April Grindstaff spoke on behalf of Officer Brendon Corbett. He sent an email stating for the previous month he has been working with city hall on some ordinance violations. If an announcement could be made about keeping lawns/ weeds under control in the citizens yards that would be great. As we get into the summer months, citizens have noticed and are reporting high grass/weeds and I have investigated. I prefer to talk to citizens and find a solution instead of writing summons for such things. I’m also keeping an eye on other ordinance violations as well. At the last meeting, I know having livestock, specifically chickens, within city limits was brought up. Sure, enough a citizen had reported that a home had a chicken coop in the backyard. That situation has been taken care of. He had gotten a few calls to Marion Cliff for various things, but the residents and staff appear to be ready for the summer months as well.

 

c. Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. He stated that they had 5 medical calls and 1 mutual aid call. The raffle for the grill/smoker that was donated from Home Depot went to a lady that lives in Cape. They drew the ticket during their monthly fireman meeting. They have applied for an ABF grant. The ABF grant will help to update the Fire House and maybe some equipment.

 

d. Street Department – Alderman Ron Barnett stated that he had nothing to report. Alderman Zenon Duda stated that the area on 4th street has been fixed. The culvert on 2nd street is starting to get clogged up. Alderman Zenon Duda stated that he would be willing to clean it out. There are also weeds on the sidewalk and we will have Dennis Bean spray the weeds with weed killer.

 

e. Water / Wastewater Department – The floor was given to Frankie Ullman who reported we had an Inspection with DNR. DNR was impressed with the sewer plant and how it is being ran. One thing that DNR will dock us on is the sludge removal. But everything else was good. All the samples have been good. On the water side of things, we have had a couple of difficulties with the towers but they are under control now. Frankie also stated that we have had High water usage. If you notice any water on the roads, please let us know. Also a few grinders needed the floats cleaned so he cleaned them and he has not gotten any calls back those grinders. He still has a few lines to back fill but he is working on that.

 

f. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda reported that the situation on the dogs running at large is being handled. He has been working with county and the county has issued some tickets.

 

g. Citizens Participation – There was not any citizens participation.

 

11. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:24 p.m. Alderman Zenon Duda seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
