Ste. Genevieve Board of Aldermen meets

STE. GENEVIEVE — The Ste. Genevieve Board of Aldermen met in open, work and closed sessions last night in the city hall board room

The board held a public hearing on an annexation request from the Ste. Genevieve School District R-2.

The following items were among those approved by the aldermen.

The consent agenda:

A street closure from the Foundation for Preservation of Ste. Genevieve for Merchant Street from Fourth to Fifth Streets from 9 a.m. to 5 p.m. and Main Street from Jefferson to Washington from 5:30-9:30 p.m. for the French Heritage Festival on Saturday, June 10th

A street closure requested by the Ste. Genevieve Parish for Merchant Street on Wednesday, June 7th between 3rd and 4th from 5-11 p.m. and no through traffic on DuBourg Place for a music festival.

Resolution 2023-30 appointing Bill Hart to the Heritage Commission was approved.

Resolution 2023-31 appointing Tom Hooper to the Heritage Commission was approved.

Resolution 2023-34 a service agreement with Forward Slash Technology, LLC was approved.

Resolution 2023-35 declaring surplus property was approved.

Resolution 2023-36 appointing Gerald Bauman to the Planning and Zoning Commission was approved.

Resolution 2023-37 approving the purchase of telephone equipment for city hall and the police department as part of the city hall remodel was approved.

Old Business

Bill No. 4555 – allowing the city treasure to write off uncollectibles from the water/wastewater. Second reading. 7-0-1 absent.

Bill No. 4556 – a deed dedicating a portion of Division Street. Second reading. 8-0, Alderman Eric Bennett joined the meeting.

New Business

Approval of the annual liquor license renewals was approved on a voice vote, 8-0.

Approval of the low bid of Bales Concrete LLC for $37,794 for the city concrete sidewalk replacement project on a voice vote, 8-0.

Bill 4558 – an agreement with Bales Concrete LLC for the city concrete sidewalk replacement project. First and second 8-0, 7-0 with Alderman Robert Donovan, abstaining.

Bill 4559 – an annexation of property owned by the Ste. Genevieve School District R-2. First reading  5-3. Second reading was moved, but then the second reading was tabled.

During the work session which followed the regular session the aldermen discussed the following items:

Storm water study

Progress Parkway Property -Tom Keim of the IDC reported on the very low vacancy rates in Ste. Genevieve compared with some surrounding communities. He noted the city needs new residential construction to allow more people to live in the city. He noted 75 percent of the people who work in Ste. Genevieve live outside the city limits. He showed a plan to subdivide land adjacent to Progress Parkway to form 99 resdential lots of varying size. The nearly 50 acres subdivision would be call “Progress Parkway Subdivision.”

Keim said he has a developer who is willing to build 34 housing units there with single family and duplexes.

The work session then adjourned into a closed session to discuss the plan.

15 percent late fee water – City Administer Happy Welch presented with late fees charged by the following cities in the area:

Perryville, 10 percent;

Desloge, three percent;

Farmington, one and a half percent on water and electricity;

Ste. Genevieve Public Water Supply District, three percent.

The aldermen decided to reduce the late fee to five percent.

Salary study was discussed.

Lease of 44 Plaza Drive to serve as a temporary city hall while the current city hall is remodeled was discussed and agreed upon. The lease is $1,500 a month.
