Regular Meeting Minutes
Call to Order at 4:30 pm
Roll Call: Commissioners Casey Benner, Tom Hooper & Mark Buchheit were present at roll call.
Additionally, Community Development Administrator David Bova was present.
Commissioners Whitney Tucker and Bill Hart were absent.
Approval of Agenda: Commissioner Buchheit made a Motion to approve the Agenda as presented. Commissioner Hooper seconded the motion, which passed 3-0-2.
Approval of Minutes: Commissioner Bucheit made a motion to approve the minutes from the January 23, 2023 meeting as presented. Commissioner Hooper seconded the motion, which passed 3-0-2.
Introduction of Evidence:
Mr. Bova asked that the Commission approve the entry into the record of the Ste. Genevieve Municipal Code and the Design Guidelines for the Sainte Genevieve National Register Historic District along with the staff report and related material presented to them.
Commissioner Buchheit made a Motion to accept the evidence into the record. The motion was seconded by Commissioner Hooper and passed 3-0-2.
Old Business:
• Mr. Bova gave a brief update on the 2022 Historic Preservation Fund outreach grant and the application for the Paul Bruhn Grant.
New Business:
• SGHC008-23. To receive a Certificate of Appropriateness to remove half-round guttering on entire structure; replace with K-style 5” guttering on rear; replace with Type A box guttering on south side; and not replace any guttering on the front façade at 116 S Main. Mr. Bova pointed out the plan that the applicant submitted discussing the details of their guttering request. Mr. Geoff Giglierano, Executive Director of French Colonial America (FCA), was present and answered some questions for the commission. Commissioner Buchheit asked if FCA had any plans to place a gutter on the front in the future; Mr. Giglierano replied that they did not and that is consistent with several other buildings along Main street including the Bolduc and LeMeilleur. After some additional discussion regarding the age of half-round and box gutters, Commissioner Benner asked if FCA would consider placing box gutters on the rear in addition to the south side. Mr. Giglierano discussed this option with the commission and agreed to discuss it with his board if approved. The commission discussed and agreed to approve the application as submitted for the front façade and south side but would like the box gutters also installed on the rear. Commissioner Hooper made a Motion to Approve the application as submitted for the front and south side, but with installation of box gutters on the rear instead of K-style.
Commissioner Buchheit seconded the motion which passed 3-0-2.
Administrative Approvals: Mr. Bova discussed the following:
• Attestation as to Material Replacement – 320 Washington
• Attestation as to Material Replacement – 46 S Main
