Wednesday, October 19th, 2022

6:00 p.m.

 

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Wednesday, October 19th, 2022 beginning at 6:04 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Public Forum: Nobody raised their hand to be recognized to speak.

NEW BUSINESS

 

7          BILL 990 – AN ORDINANCE ELIMINATING THE POSITION OF CITY COLLECTOR AND PLACING THOSE RESPONSIBILITIES IN THE CITY CLERK’S OFFICE.  SETTING AN ELECTION ON APRIL 4, 2023, FOR THE QUALIFIED VOTERS OF THE CITY OF ST. MARY, MISSOURI, TO DECIDE WHETHER TO ELIMINATE THE POSITION OF CITY COLLECTOR.

 

Alderman Annette Hacker made a motion for a first reading of bill 990 by heading only. Alderman Karl Schultz seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 990 for a first reading by heading only.

 

Alderman Karl Schultz made a motion for a second reading of bill 990. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 990 for a second reading by heading only.

 

Alderman Annette Hacker made a motion for passage of bill 990. Alderman Karl Schultz seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye), Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker (aye).  Motion passed. Bill adopted.

 

 

  1. 8. Scoring of Engineers Requests For Qualifications: The board reviewed the three engineering requests for qualifications for KLM Engineering, Missouri Engineering and Heneghan & Associates. Alderman Annette Hacker made a motion to table the scoring and hold a work session on Thursday, October 27th at 6:00 p.m. to have time to better research the engineering firms’ qualifications. Alderman Ron Barnett seconded the motion.

Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Department Reports:

 

  1. Emergency Management – Director April Grindstaff had nothing to report.

 

  1. Police Department – Police Chief Brendon Corbett was not present but he had emailed a call log from dispatch.

 

  1. Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman who reported the BBQ sold out and was a huge success. They received a Thrive grant administered by Janice Cole that provided $250.00 to help with the purchase of the food from G&Ds. They received a 50/50 matching grant from the Conservation Department and applied for a MFA 50/50 matching grant.  He is still waiting for the remainder of the radios he ordered to arrive and be programed. He also mentioned people are burning trash and has had to intervene.

 

  1. Street Department – Alderman Ron Barnett reported we are getting ready for winter and putting the plow and the spreader on the truck. We will be getting some cinders and are patching with the coal mix.

 

  1. Water / Wastewater Department – Alderman Karl Schultz gave the floor to Frankie Ullman who reported that several sewer grinder pumps are acting up with wiring problems. They need more contactors, floats and relays. The Sewage treatment plant is running well but all three holding tanks are full of sludge and we need to have it hauled off.  There is a leak on 7th Street.  The water towers are having electrical problems and we need to order a battery backup to replace the one that has died.

 

  1. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda was absent but Frankie Ullman reported that at the park there is a large sycamore tree at the entrance that is ready to fall down.

 

  1. Citizens Participation – Frankie Ullman mentioned that he was unable to read a meter because the owner had placed large boulders in the way. The city clerk will notify the owner to have that mitigated.

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:42 p.m. Alderman Karl Schultz seconded the motion.  All the aldermen voted yea on a voice vote.  Meeting adjourned.
