Board of Aldermen Meeting

Thursday, August 11th, 2022

6:00 p.m.

 

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, August 11th, 2022 beginning at 6:00 p.m. at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz (arrived at 6:15 p.m.), Alderman Dr. Zen Duda and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Public Hearing on Property Taxes: Nobody raised their hand to be recognized to speak.

NEW BUSINESS

 

  1. Police Ticket Printer: Mayor Wyatt explained that the St. Mary Chamber of Commerce has agreed to pay for the system that prints tickets that was requested by Police Chief Brendon Corbett.

 

  1. 8. BILL NO. 988 – AN ORDINANCE ASCERTAINING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE GENERAL REVENUE PURPOSES DURING YEAR 2022 AND FIXING THE ANNUAL RATE OF LEVY THEREFOR.

 

Alderman Annette Hacker made a motion for a first reading of bill 988 by heading only. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 988 for a first reading by heading only.

 

Alderman Annette Hacker made a motion for a second reading of bill 988. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 988 for a second reading by heading only.

 

Alderman Annette Hacker made a motion for passage of bill 988. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (abstain) and Alderman Annette Hacker (aye).  Motion failed.

 

  • RSMo. 79.130 – No ordinance shall be passed except by bill, and no bill shall become an ordinance unless on its final passage a majority of the members elected to the board of aldermen shall vote for it, and the ayes and nays be entered on the journal. 

 

  1. 9. BILL NO. 989 – AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2022 AND APPROPRIATING FUNDS PERSUANT THERETO.

 

City Clerk David Woods explained that the board cannot vote on the proposed budget in its current form.  He will have to amend the budget and remove the revenue line items for Real Estate Property Tax ($27,000.00) and Personal Property Tax ($6,500.00) to reflect the failure to pass a tax levy.

 

Alderman Annette Hacker made a motion to table the budget (bill 989).  Alderman Dr. Zen Duda seconded the motion.  Alderman Ron Barnett, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Department Reports:

 

  1. Emergency Management – Director David Woods had nothing to report.

 

  1. Police Department – The Honorable Mayor Carl Wyatt said the Police Chief Brendon Corbett cannot make it to the meeting until after 6:30 p.m.

 

  1. Fire Department – Alderman Annette Hacker read the fire report. There were three calls; one was medical and two were mutual aid for Ste. Genevieve. The new radios have been ordered and are being programmed. The air conditioner on 7842 has been repaired in house.  7842 also got a new LED light and are trying to find LED strobes. 7842 also needs a new suction valve and Sentinel gave a quote of $1,726.50. 7851 was taken to SEMO Tank to get a new hose from the tank to the pump due to a hole in it. They are also welding an adapter for the water leveler so they can see how much water is left in the tank.  It also needs some new 1.5” hose due to there being no back up if it gets damaged.  They will discuss the fall BBQ at the next meeting. 

 

  1. Street Department – Alderman Ron Barnett reported the city has developed a list of priority repairs that need to be done. He also emphasized that 4th Street going up to Marian Cliff and 8th Street going up to the apartments are in need of repair. Mayor Wyatt added that he has information on a product that is basically asphalt in a 40-pound bag that can be stored and is ready to use when opened that can address a lot of our pothole issues. 

 

  1. Water / Wastewater Department – Alderman Karl Schultz reported that all equipment is running smoothly at the wastewater treatment plant. The check valve in the blower room needs to be replaced due to a back feed of air from the blower. Sludge needs to be hauled off to make room for future dumping of mix liquor ditch. They had to replace several starter relay boxes and contactors. The pump at the lift station needs some troubleshooting and may need to be repaired or replaced. On the water side the chem-feed pump had to be cleaned at the water tower.  Also had to pull two meters and put on stop plugs.  Need to do annual flushing at dead end hydrants and overflow the towers. 

 

  1. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda had nothing to report.

 

  1. Citizens Participation – Mayor Wyatt explained that citizens will be recognized when they raise their hand and be given three minutes to speak. They must give their name and address. Wyatt also emphasized that the board cannot respond to the issues brought up because they are not on the current agenda and can only be addressed if they are on the agenda of a future meeting at that time. 

 

Kathy Bergman – Asked what will be done with the abandoned property next to their rental property.

 

Eric Bergman – Said the ditches need to be dug out along 3rd Street and if the city had an excavator, he would volunteer to do the work. He said this problem is what might be contributing to the pothole problems.

 

Melvin Frelix – wanted to address three issues.

 

Public Information:  Although the city sends its minutes to the Suntimes and Ste. Genevieve Herald, he said that is not enough and the city needs to have information available at city hall.

 

Urgent Care:  Melvin said the city should have an urgent care facility because of its location and elderly population. 

 

Church Street:  He mentioned he has lived in St Mary for 29 years and the city has not paved his street. 

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:30 p.m. Alderman Karl Schultz seconded the motion.  All the aldermen voted yea on a voice vote.  Meeting adjourned.
