  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, June 9th, 2022 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz (arrived 6:15 p.m.), Alderman Dr Zen Duda and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Dr. Zen Duda seconded the motion. Alderman Ron Barnett, Alderman Dr. Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Dr Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Public Forum: Nobody signed up to speak.

NEW BUSINESS

 

  1. Employee Raises: A motion was made by Alderman Annette Hacker to raise the hourly rate of pay for Michael Rosenzweig and David Woods to $12.00 per hour. Alderman Dr. Zen Duda seconded the motion. Alderman Ron Barnett, Alderman Dr Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

  1. BILL NO. 986 – AN ORDINANCE SETTING BASIC RATES IN THE CITY OF ST. MARY, MISSOURI FOR WATER SERVICE FROM THE CITY WATERWORKS SYSTEM TO BE KNOWN AS THE WATER RATE SCHEDULE ORDINANCE.

 

Alderman Annette Hacker made a motion for a first reading of bill 986 by heading only. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 986 for a first reading by heading only.

 

Alderman Annette Hacker made a motion for a second reading of bill 986. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 986 for a second reading by heading only.

 

Alderman Annette Hacker made a motion for passage of bill 986. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Dr. Zen Duda (aye) and Alderman Annette Hacker (aye).  Motion passed. Bill adopted.

 

  1. Department Reports:

 

  1. Emergency Management – Director David Woods had nothing to report.

 

  1. Police Department – The Honorable Mayor Carl Wyatt had City Clerk David Woods read the report from police Chief Brendon Corbett. There were 47 calls dispatched to St. Mary.

 

  1. Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported there was one medical call, one motor vehicle accident injury, two power line calls and one miscellaneous debris call. Engine 7842 does not have working air conditioning. Engine 7851 had the tank leak repaired.  Ullman is still awaiting the possible award from a second grant from the Community Service Forum.

 

  1. Street Department – Alderman Ron Barnett reported we need to get some cold patch to fix some major potholes. He also reported a water line repair on 4th and Sycamore has sunken in and needs to be filled in. Mayor Wyatt reported there is a big hole on the Antique Mall property that looks like an old septic tank. A dog had to be rescued from it and City Clerk David Woods put warning flags around it. Jody Odem volunteered to place plywood over the hazard to protect the public.

 

  1. Water / Wastewater Department – Alderman Karl Schultz gave the floor to Frankie Ullman who reported on May 17th he installed a 6” meter on the water tower and it has registered 438,000 gallons so it is measuring on average 19,065 per day. Ullman spoke about lowering the water level in the towers and since we have a second tower it will not affect the water pressure. The routine test samples all came back good. They worked on a few grinder pumps. They are also marking water and sewer lines for a boring company for a Missouri One Call. He stressed that we need to have sludge hauling done this year.

 

  1. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda had nothing to report but Mayor Wyatt said a resident turned in a lost puppy to a city employee. Dispatch was called and Deputy Barton came and picked up the animal.

 

  1. Citizens Participation: Alderman Karl Schultz asked about the squatter. It was clarified that he was referring to Timothy Picou who was allegedly squatting at 804 Mulberry and had turned on the water and used over 300 gallons. This matter will be turned over to the police.

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:22 p.m. Alderman Dr. Zen Duda seconded the motion.  All the aldermen voted yea on a voice vote.  Meeting adjourned.
