Board of Aldermen Meeting

Thursday, April 14th, 2022

6:00 PM

 

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, April 14th, 2022 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr. Zen Duda (absent) and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Public Forum: Bryant Wolfin. The new owner of the gas station / convenience store was given the floor. Mayor Wyatt welcomed him to town and also said the Chamber of Commerce welcomes him to town and will help him any way we can. The aldermen will help put up flyers and spread the word the station is now open again.  Wolfin mentioned that they will be selling more groceries here than at their other locations and will try to find venders so he can have grocery store prices rather than convenience store prices. There new phone number is 543-6001

 

  1. Canvassing of Election Results and Acceptance by the Board: Election Official David Woods read the certified results for the April 5th, 2022 Election. Alderman Annette Hacker made a motion to accept the election results. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz and Alderman Annette Hacker voted yea on a voice vote. Motion carried.

 

  1. Swearing in of Newly Elected Officials: Election Official David Woods swore in; Alderman Ron Barnett, Alderman Annette Hacker and Mayor Carl Wyatt.

 

  1. Board to Select an Acting President – Mayor Pro Tem for the Term of One Year (§ 79.090.1 RSMo.)

Alderman Ron Barnett made a motion to nominate Annette Hacker as Board President. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz and Alderman Annette Hacker voted yea on a voice vote. Motion carried Alderman Annette Hacker is Board President.

 

  1. Department Reports:

 

  1. Emergency Management – Emergency Management Director David Woods had nothing to report.

 

  1. Police Department – The Honorable Mayor Carl Wyatt reported he is working on hiring a part time Police Officer. Wyatt also reported he had the police car worked on and it is ready for service.

 

  1. Fire Department – Mayor Wyatt congratulated Frankie Ullman for being elected Fire Chief for another five-year term. Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported there were four calls; one brush fire, two mutual aids and a disregard. All trucks now have LED light bars. 7841 had a radiator hose repair. 7851 has new tires. Ullman and other fire fighters attended a grain bin rescue training with Ste. Genevieve that was offered by MUFRTI. Ullman said he applied for a grant for a grain bin rescue tube.  He also applied for a Community Foundation grant for six new P-25 radios. Felix Meyer will be hosting a Weather Spotter class in Ste. Genevieve on 4/19/22. Ullman reported the fire department did a walk through of West-Star Aviation in Perry County and will be getting a floor plan.  There will be a BBQ on 5/1/22 starting at 10:00 a.m. until sold out at the Fire House.  There will be pork steak and brat sandwiches and plates, a 50/50, a bake sale and activities.

 

  1. Street Department – Alderman Ron Barnett reported they are cleaning up debris on 4th, 6th and 7th Streets.

 

  1. Water / Wastewater Department – Alderman Karl Schultz gave the floor to Frankie Ullman who reported he has the materials for putting in a water meter outside our water tower to better measure our actual real time usage. It should be installed next week (weather permitting). A few grinders were worked on. The chlorine and Bac-T reports are good.

 

  1. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda was absent. Frankie Ullman reported that he has discovered syringes at the park. The board came to a consensus to lock the park at night. Mayor Wyatt said our park is a family park and needs to be protected.

 

  1. Citizens Participation – Mayor Wyatt read a Thank You Card from Clyde Pinkly for receiving money from the Tornado Relief Fund.

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:37 p.m. Alderman Karl Schultz seconded the motion.  All the aldermen voted yea on a voice vote.  Meeting adjourned.
