Thursday, March 10th, 2022
6:00 PM
- Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, March 10th, 2022 beginning at 6:00 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.
- Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.
- Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr Zen Duda and Alderman Annette Hacker.
- Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
- Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
- Public Forum: Daniel Hayward – Asked the board if they would sell him the lot near Wyatt and Poplar that the city owns. The county recently gave Hayward their lot next to ours. A motion was made by Alderman Annette Hacker to give Daniel Hayward our lot and any fees will be absorbed by him. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr Zen Duda and Alderman Annette Hacker voted yea on a voice vote. Motion carried.
The board also came to a consensus to allow Hayward to plant a garden and install some purple martin bird houses on buy-out property in that area. The board also agreed to allow Hayward to clear brush out of our un-developed road way in the area so he can make mulch. The board also allowed him to put a retaining wall on his property on 2nd Street as long as he gets a building permit.

NEW BUSINESS
- Tornado Relief Applications: The Mayor and Aldermen previously all recused themselves from being eligible (despite some having damage). The board reviewed 10 applications last week at a work session. The board came up with a proposal to award three applicants with $950.00 and six applicants with $411.50 to disperse all of the funds.
- Department Reports:
- Emergency Management – Director David Woods had nothing to report.
- Police Department – The Honorable Mayor Carl Wyatt reported that we don’t have a department report at this time.
- Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported there were three calls: one brush fire, one Landing Zone and one medic call. They are planning a BBQ in May and painting fire hydrants. 7851 got new tires. They purchased an 80-gallon air compressor to assist with the air brakes in the fire trucks. Five firefighters will be attending the training on grain bin rescues at no cost to the city. They are working on a Mutual Aid with Perryville to do airplane accident training.
- Street Department – Alderman Ron Barnett reported that we should hold off on buying rock because we have bricks to use as fill. He also wanted to make sure we have enough screenings for the upcoming pothole repairs.
- Water / Wastewater Department – Alderman Karl Schultz gave the floor to Frankie Ullman who reported that Metro Ag will be hauling sludge for Ste. Genevieve in the near future. He mentioned we should try to have ours hauled at the same time to split some costs. Since it will be land applied we will need to do a little more year end paperwork for DNR.
On the water side Ullman mentioned he has ordered the parts to place a meter at the water tower. He mentioned it would be placed outside the gate but will be secured. He thanked the Chamber of Commerce for their help in funding this project.
- Park / Cemetery / Animal Control – Alderman Dr. Zen Duda asked Maria Scherer how many cats she estimates are in the city. She estimates there are probably 30 of them. Dr Duda said he will network with the Humane Society in Cape Girardeau and will assist in the trapping and transportation of the cats.
- Citizens Participation: None
- Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Annette Hacker to adjourn at 6:34 p.m. Alderman Dr Zen Duda seconded the motion. All the aldermen voted yea on a voice vote. Meeting adjourned.
