Minutes of January 24, 2022
- Call to order for regular session: A regular session of the Sainte Genevieve County Health Department was called to order by Robert Bach on Monday, January 24, 2022 at 4:00 PM at the Sainte Genevieve County Health Department located at 115 Basler Dr., Sainte Genevieve, MO 63670.
- Roll call: Board members answering the roll call; Dr. Matthew Bosner, James Brochtrup, David Woods and Robert Bach. Carl Kinsky was absent. Jennifer Mueller, health department Administrator, was also present.
- Approval of agenda: David Woods made a motion to approve the agenda. This motion was seconded by Mr. Brochtrup and approved by the board members present unanimously.
- Consent agenda: A motion was made by Dr. Matthew Bosner to approve the consent agenda, consisting of minutes of previous meeting(s), financial statements, and transactions by account. This motion was seconded by Mr. Brochtrup. The motion was passed by the board members present unanimously.
- Covid State of Affairs / DHSS Guidance: Numbers are high as can be seen in the Director’s Report. It appears that those who are vaccinated are faring better than those who are not but many are exhibiting other health issues along with Covid and they are of the most concern. The availability of Covid home test kits tend to skew numbers; some may not necessarily report a positive test result. CDC is forthcoming with new guidance regarding quarantine requirements, masking, reinfection rates, etc. Mandatory vaccinations/exemptions remain an imprecise subject and the potential necessity for a letter from the state with regards to mandatory/exempt healthcare guidelines was discussed. Contact with DHSS will be undertaken.
- Director’s report: Health Department Administrator Jenny Mueller made her director’s report. Highlights include:
Covid vaccination rate: The over 5-year-old vaccination rate for the county is 52.3% initiated, 48.7% completed. The second dose clinic for kids 5-11 getting Pfizer, held Dec. 30th, vaccinated 16 kids. A small number of first doses were administered and some doses remained that were given as a second dose on January 20th; there are no plans to order more pediatric Pfizer.
Covid cases: Covid cases were 108 in November, 255 in December with 576 (thus far) for January.
Flu: 195 cases in December with 40 (thus far) in January.
SEMO Nursing Student: The nursing hosting program with SEMO will continue with a student starting on-site this week.
Community Outreach: The health department provided assistance with Covid boosters and flu inoculations at Riverview; 83 people received Covid shots with 14 flu inoculations.
- Old Business: A motion was made by Dr. Matthew Bosner to adopt the bylaws as submitted upon the assurance of verbiage stating (a) the identity of the custodian of records, (b) a reference to proper Missouri statutes governing public health, and (c) reference to Missouri’s Sunshine Law. This motion was seconded by Mr. Brochtrup. Motion was passed by the board members present unanimously.
- New business:
Digital Sign: After reasonable discussion and upon a motion by Dr. Matthew Bosner, seconded by David Woods, the purchase of a programmable digital sign, to be placed curbside to the front of the health department building, was approved by the board members present unanimously; at a cost of $28,900. The expenditure will be covered by a grant. Electrical connection, and other potential ancillary costs, will be researched using local resources.
- Next scheduled meeting: The next scheduled meeting of the Health Department Board is February 28, 2022 at 4:00 PM, 115 Basler Drive, Ste. Genevieve, Missouri.
- Adjournment: A motion was made to adjourn the meeting by Dr. Matthew Bosner. The motion was seconded by Mr. Woods and passed by the board members present unanimously. The meeting was adjourned at 4:49 PM.
