Thursday, January 13th, 2022

6:00 PM

 

  1. Be it Remembered: A regular meeting of the St. Mary Board of Aldermen was called to order by the Honorable Mayor Carl Wyatt on Thursday, January 13th, 2022 beginning at 6:09 PM at City Hall located at 782 3rd Street, St. Mary, Missouri 63673.

 

  1. Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance to the Flag of the United States of America.

 

  1. Roll Call: Aldermen answering the roll call were Alderman Ron Barnett, Alderman Karl Schultz, Alderman Dr Zen Duda (absent) and Alderman Annette Hacker.

 

  1. Agenda: A motion was made by Alderman Annette Hacker to approve the agenda. Alderman Ron Barnett seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Consent Agenda: A motion was made by Alderman Annette Hacker to approve the Consent Agenda which consists of the following: Minutes from Previous Meeting, Treasurers Report, Collectors Report and Bills Paid and City Manager to pay previously appropriated expenses as they come due as allowed by the budget. Alderman Karl Schultz seconded the motion. Alderman Ron Barnett, Alderman Karl Schultz and Alderman Annette Hacker voted yea on a voice vote. Motion carried. 

 

  1. Public Hearing: Frank Girardot spoke that nobody wants their sewer rates raised. He said the city never makes cuts. He said the city needs to be fiscally responsible and needs to take a look at the budget.

NEW BUSINESS

 

 

  1. BILL NO. 985 – AN ORDINANCE SETTING BASIC RATES IN THE CITY OF ST. MARY, MISSOURI FOR WASTEWATER SERVICE FROM THE CITY WASTEWATER SYSTEM TO BE KNOWN AS THE WASTEWATER RATE SCHEDULE ORDINANCE.

 

Alderman Annette Hacker made a motion for a first reading of bill 985 by heading only. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 985 for a first reading by heading only.

 

Alderman Annette Hacker made a motion for a second reading of bill 985. Alderman Ron Barnett seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye) and Alderman Annette Hacker (aye).  City Clerk David Woods read bill 985 for a second reading by heading only.

 

Alderman Annette Hacker made a motion for passage of bill 985. Alderman Karl Schultz seconded the motion. Roll Call Vote: Alderman Ron Barnett (aye), Alderman Karl Schultz (aye) and Alderman Annette Hacker (aye).  Motion passed. Bill enacted.  

 

 

  1. Department Reports:

 

  1. Emergency Management – Director David Woods reported that Rebekah Roth is having a St. Mary Tornado Relief Concert featuring the Burnt Mill Boys and several other bands. The event is on January 15th at the Perryville Park Center.  Doors open at 6:00 p.m. and tickets are $15.00.

 

  1. Police Department – The Honorable Mayor Carl Wyatt gave the floor to Police Chief Adam Bequette who reported he is working on year end reports and new reporting requirements.

 

  1. Fire Department – Alderman Annette Hacker gave the floor to Fire Chief Frankie Ullman. Ullman reported there were four motor vehicle accidents and one mutual aid for a structure fire. 7842 is fixed after replacing the dryer. They sold 150 tickets for the gun raffle. Ullman was awarded grants from Missouri Department of Conservation for valves and accessories. 2021 had 76 calls which is way down due to COVID.

 

  1. Street Department – Alderman Ron Barnett reported the snow plow is ready for Saturday. He also said we need to get some more cold patch and do some ditch work. He stated that the tornado put us behind schedule.

 

  1. Water / Wastewater Department – Alderman Karl Schultz gave the floor to Frankie Ullman who said we need to haul some sludge because one bin is completely full. He also stated that Metro Ag may be a vendor for land application of sludge.

 

  1. Park / Cemetery / Animal Control – Alderman Dr. Zen Duda was absent.

 

  1. Citizens Participation – Nobody raised their hand to speak.

 

  1. Regular Session Adjournment: There being no further business before the board, a motion was made by Alderman Karl Schultz to adjourn at 6:21 p.m. Alderman Annette Hacker seconded the motion.  All the aldermen voted yea on a voice vote.  Meeting adjourned.
