Farm-produced compost bill wins passage in the Illinois House

SPRINGFIELD – Illinois State Representative Randy Frese (R-Paloma) announced that legislation which was recently passed out of the House was constituent driven.

A farmer in Frese’s 99th district produced compost to be used on his farm, however, he had product left over that he was willing to sell to others.   But under state law he wasn’t able to do so without purchasing another permit.

The representative’s legislation would ensure operating an on-farm composting site is exempt from having to receive a permit if the constituent sells the composted material as a soil nutrient.

The measure passed unanimously in the House and has moved on to the Senate where State Senator Tom Bennett will be the sponsor.
